67 <br />Regular Meeting June 24T 1996 Page 2 <br />all information gathered during the course of the study was provided <br />to the Council. They were surprised to discover some senior <br />citizens thought San Marcos was less than desirable. The report <br />tries to provide alternative solutions. He thanked the Parks <br />Department for their good help. Mr. Cox asked Mr. Barton if their <br />report indicated a preference order and referred to Page,37 <br />regarding the proposed use of the First Christian Church as a senior <br />citizen center. Mr. Barton stated they wanted a senior citizen <br />center that is their own, but there is no preference order listing. <br />Mr. Guerra asked Mr. Barton to explain the demographics in Section 2 <br />of the report, and Mr. Barton stated the demographics were done by <br />population. Mayor Moore thanked the Task Force and stated it is a <br />thoughtful and important report. <br />Mayor Moore introduced a public hearing and adoption of a Zoning <br />ordinance, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY <br />REZONING A 146.95 ACRE TRACT OF PROPERTY LOCATED IN THE 2300, <br />2400 AND 2500 BLOCKS OF HUNTER ROAD, FROM "PDD" (PLANNED <br />DEVELOPMENT DISTRICT) TO THE FOLLOWING: 118.68 ACRES TO "R-1" <br />(SINGLE-FAMILY DWELLING DISTRICT [LOW DENSITY]), 7.79 ACRES TO <br />"MF-4" (MULTI-FAMILY DISTRICT [HIGH DENSITY]), AND 20.48 ACRES <br />TO "C" (COMMERICAL DISTRICT); INCLUDING PROCEDURAL PROVISIONS <br />AND PROVIDING FOR PENALTIES. <br />Mr. Patterson advised this was the TETCO property, which is being <br />rezoned to develop as R-1 close to the middle school. Mayor Moore <br />opened the public hearing and asked if anyone wished to speak. No <br />one did, so Mayor Moore closed the public hearing. Mr. Guerra moved <br />for adoption of the Zoning Ordinance and Mr. Cox seconded the <br />motion. Ms. Hughson asked Mr. Patterson if MF-4 zoning was okay in <br />this plan, and Mr. Patterson advised-a school and commercial zoning <br />are on one side, but it does back up to single-family dwellings in <br />Laurel Estates. Mr. Cox asked Mr. Patterson about the traffic <br />concerns that have been raised. Mr. Patterson advised the State <br />Highway Department is planning five lanes scheduled to be let in <br />March, 1997, but will funnel down to two lanes. Additional <br />development in this area will compound the traffic problem, and <br />there are no additions in the 5-year CIP. Mr. Patterson stated the <br />R-1 density the developer is now requesting will be less impact than <br />as the property is currently zoned though, and the thoroughfare plan <br />will provide some relief in the future with the MLK extension and <br />wonder world Drive. The Council voted unanimously for adoption of <br />the Zoning Ordinance. <br />Mayor Moore introduced for consideration a public hearing and <br />adoption of a Zoning ordinance, the caption which was read as <br />follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br />A 11.25 ACRE TRACT OF PROPERTY LOCATED IN THE 1800 AND 1900 <br />BLOCKS OF AQUARENA SPRINGS DRIVE, FROM "PD" (PRE-DEVELOPMENT <br />DISTRICT) AND "LI" (LIGHT INDUSTRIAL DISTRICT) TO "MF-5" <br />(MULTI-FAMILY DISTRICT [HIGH DENSITY]); INCLUDING PROCEDURAL <br />PROVISIONS; AND PROVIDING FOR PENALTIES. <br />Mr. Hart advised he had filed a conflict of interest form with the <br />City Secretary and left the Chambers. Mayor Moore opened the public <br />hearing and asked if anyone wished to speak. No one did, so Mayor <br />Moore closed the public hearing. Mr. Guerra moved for adoption of <br />the Zoning Ordinance and Mr. Hernandez seconded the motion. Mr. <br />Guerra stated he had traffic concerns. Mr. Patterson responded <br />there has been a lot of development with another apartment complex <br />under construction adjacent to this one. This would be the fourth <br />complex with potentially 700 apartments when built out. The Council <br />voted unanimously for adoption of the Zoning Ordinance (Mr. Hart not <br />present during this vote). <br />t ?.
