Ron Patterson <br />Police Chief Larry Kendrick <br />Director of Public Works George Boeker <br />Director of Airport Jack Doughty <br /> <br />Also Present: Hernandez Family, Collette Duran, Scott Maier, <br />Melissa Millecaml Kelley Franks I Mario Gutierrez and others. <br /> <br />Mayor Moore called the meeting to order at 7:30 p.m. <br /> <br />Mayor Moore introduced the ten-minute Citizen comment period with <br />the City Council. No one signed up to speak during this time. <br /> <br />, Mayor Moore introduced for consideration approval of one appointment <br />to the Airport Commission to complete a vacancy. Mayor Moore moved <br />to appoint William L. FlYI which passed unanimously. <br /> <br />Mayor Moore introduced for consideration approval of one appointment <br />to the Main Street Advisory Board to complete a vacancy. Ms. <br />Hughson moved to appoint Jacqueline Ashby I which passed unanimously. <br /> <br />Mayor Moore introduced Item 9.C., a discussion regarding Southwest <br />Texas State University issues. Mr. Cox stated the City had attended <br />a meeting with the University and a second meeting with the City, <br />UniversitYI County and School District. Mr. Cox stated they <br />discussed potential misunderstandings of the SWT/City relationships <br />regarding the sale of Aquarena Springs and the ruling by the <br />auditors the property is tax exempt. In the first meeting they <br />discussed potentially nontaxable status and the City's withdrawal of <br />the agreement regarding the golf course and the use of the practice <br />fields which were previously used by the Oilers. Utility issues and <br />the auditors I position regarding Aquarena having nothing to do with <br />profitability or nonprofitability were discussed. That was not <br />SWT/s initiative but the State Auditors. A need for better <br />cooperation and communication was discussed. The City expressed <br />unhappiness with the arrangements regarding Aquarena and street use <br />fees. It was recognized that SWT is a valuable resource of the <br />! community and the plans of Aquarena and the community for the future <br />. were discussed. In the event the Attorney General rules the <br />t property is not taxable a discussion ensued regarding the <br />replacement of that value in the community I including opening <br />Aquarena to school children free of charge, scholarships, etc. Dr. <br />Supple believes Aquarena was a good purchase of SWT and they will be <br />a good steward; and SWT needs to clearly state to the community <br />their intentions with Aquarena. In the second meeting SWT discussed <br />their plans to go forward and their need for the support of the San <br />Marcos community. SWT has the potential as a star of state <br />supported Texas schools. Mr. Hart stated he also attended the <br />second meeting wherein the City advised it would continue to seek <br />and respect the opinion of the Attorney General. Although the City <br />did not ask the Calame Law Firm to move forward with their brief on <br />our behalfl the City was included. Some (continued on Page 2) <br />
