The community needs to know who the <br />regents are. Regent Monday is our representative. The University <br />needs to step up to the challenge rather than expect the elected <br />officials to do so. Regarding the lost revenue of Aquarenat each <br />entity needs to seek what is best for their constituency: Regent <br />Monday shared information regarding difficulties another University <br />experienced when they lost their communityts support. She had <br />expressed she was not pleased with some of the past circumstances <br />and hoped they could work on a more positive note in the future. <br />Dr. Supple stated if there is a message it is the lives of the City <br />and SWT are intertwined. The decision of the regents to close <br />Aquarena was a painful onet but it is their decision to make The <br />decision not to pay the taxes this year is based on an analysis by <br />the auditors ~ho said it was inappropriate for the University to <br />pay. If the Attorney General says the property is taxablet it will <br />be paid. The University contributes in excess of $270 million <br />annually to this community. Our future together is positive and <br />bright. The student population is increasing, and there needs to be <br />planning talks with the City to prepare for this future growth. SWT <br />will respond appropriately. Aquarena will be used weIll and will be <br />protected and maintained for the use of others. SWT is grateful <br />for the talks and commitment of all to work togethe~. Mr. Hart <br />indicated he thinks the publicts perception of SWT is that it is the <br />state and the state does what they want whenever it wants to do it, <br />and San Marcos just happens to be the City it resides in. He stated <br />there are issues of significant consequencet and there is a need to <br />improve the lines of communication to know what the plans are. Dr. <br />Supple stated he wants to keep the communication ongoing. The City <br />and SWT hold liaison meetings once every three months. Dr. Supple <br />stated other entities need to be a part of this meeting as well. <br />Dr. Supple stated they are re-evaluating the cost of programs at <br />Aquarena to see what cost to offer. Mr. Guerra stated the recent <br />bad press has not been productive and is in hopes it can be turned <br />around. Mr. Guerra stated the purchase of Clear Springs Apartments <br />and Aquarena Springs took a significant amount off the tax rollst <br />and there is a need to seek funds to offset this. The City Council <br />has an obligation to represent its constituents. Dr. Supple stated <br />the return caused by the growth of the school comes back as a return <br />to the City. Although the recent press, actions and image have not <br />been stellart the University is. Mr. Guerra stated the achievements <br />in his life are because of the sound education he received at SWT, <br />and the partnership of SWT and the City are critical. ~r. . <br />Mihalkanin stated none of us wants to have a counterproductive <br />relationship. He stated beyond the bad presst there is a belief, a <br />sense in the communitYt the City is considered an afterthought in <br />the making of decisions of SWT. <br />Mayor Moore introduced for consideration a public hearing and <br />adoption of a Zoning Ordinancet the caption which was read as <br />follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br /> A 4.557 ACRE TRACT OF PROPERTY LOCATED AT 1010 RIVER ROAD, FROM <br /> "PD" (PRE-DEVELOPMENT DISTRICT) TO II MH II (MOBILE HOME DISTRICT) i <br /> INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br />Mayor Moore opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Moore closed the public hearing. The <br />Council was advised the newspaper had failed to publish our notice <br />of public hearing, and this matter needed to be rescheduled. Mr. <br />Guerra moved to table the Ordinance and Mr. Hernandez seconded the <br />motion, which passed unanimously. <br />Mayor Moore introduced for consideration approval of an Ordinance on <br />first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOSt <br /> TEXAS, AMENDING SECTION 2.041 OF THE CITY CODE TO PROVIDE FOR <br /> EXECUTIVE SESSION MEETINGS OF THE CITY COUNCIL TO BEGIN AT 6:00 <br /> P.M. AND END BY 7:30 P.M.; AND INCLUDING PROCEDURAL PROVISIONS. <br />
