Dean <br />Witter Reynolds had the low bid with 5.4511125 effective interest <br />rate, which Mr. Nitchalous advised was a good rate. The Council <br />will consider an ordinance regarding this bid later in the meeting. <br />Mayor Morris introduced the Citizen comment period. Ken Jenkines <br />advised the Council the San Marcos Jaycees want to make a <br />contribution for a City Park and have the approval of the Parks and <br />Recreation Advisory Board and the neighborhood. They are requesting <br />the park be named Jaycees Park. The Council will discuss the matter <br />in Executive Session later in this meeting. <br />Mayor Morris introduced for consideration approval of one <br />appointment to the Main Street Advisory Board. The Hispanic Chamber <br />of Commerce recommended Lydia Marie Trevino for their appointment. <br />Mr. Moore moved to appoint Ms. Trevino, which passed unanimously. <br />Mayor Morris introduced for consideration approval of one <br />appointment to the Construction Board of Adjustments and Appeals. <br />Mr. Hart moved to appoint Wesley Nichols, which passed unanimously. <br />Mayor Morris introduced for consideration approval of two <br />appointments to the Zoning Board of Adjustments and Appeals. Mr. <br />Hart moved to appoint Sheldon Kramer and Mac Howard, which passed <br />unanimously. <br />Mayor Morris introduced for consideration a public hearing and <br />adoption of a Zoning Ordinance, the caption which was read as <br />follows:
