<br />21 <br /> <br /> <br />Regular Meeting March 25, 1996 Page 4 <br /> <br />Ai'T ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINAi'TCE FOR THE 1995-1996 <br />FISCAL YEAR TO PROVIDE FUNDING FOR THE W ASTE\V ATER TREATNŒNT <br />PLANT EXP Ai'TSION PROJECT AND DECLARING Ai'T ENŒRGENCY. <br /> <br />J\fr. Moore moved for adoption of the Ordinance on emergency and Mr. Cox seconded the <br />motion, which passed unanimously. ¡ <br />¡ <br />Mayor Morris introduced for consideration adoption of an Ordinance on emergency, the caption <br />which was read as follows: <br /> <br />Ai'T ORDINANCE OF THE CITY COUNCTI.- OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE ABANDONMENT OF A PORTION OF illGH STREET <br />NORTHEAST OF ITS INTERSECTION WITH ALAMO STREET; APPROVING THE <br />SALE OF TIllS RIGHT-OF-WAY TO JAIMYBREIHAN; AUTHORIZING THE CITY <br />MANAGER TO EXECUTE A DEED; Ai'TD DECLARING AN ENŒRGENCY. <br /> <br />Mr. Guerra moved for adoption of the Ordinance on emergency and Mr.'Mooney seconded the <br />motion. Mr. Guerra asked why there was a $10.00 fee. Mr. Gutierrez stated the $10.00.was a <br />nominal consideration the City had always used for exchange of property. The Council then <br />voted unanimously for adoption of the Ordinance on emergency. <br /> <br />Mayor Morris introduced for consideration approval of an Ordinance on first reading, the caption <br />which was read as follows: <br /> <br />Ai'T ORDINANCE OF THE CITY COUNCTI.- OF THE CITY OF SAN MARCOS, <br />TEXAS, RESTRICTING THE CARRYING OF FIREARt\1S ON CITY PROPERTY BY <br />ANŒNDING CHAPTER 58, ARTICLE 4, DIVISION 1 OF THE SAN MARCOS CITY ! <br />CODE; INCLUDING PROCEDURAL PROyrSIONS; Ai'TD PROVIDING FOR ¡ <br />PENALTIES. L-. <br /> <br />Mr. Moore moved for approval of the Ordinance on first reading and Mr. Cox seconded the <br />, motion. Mr. Moore asked if the City Code prohibited firearms on city property. Mr. Gutierrez <br />stated firearms were not prohibited in parking areas on city property. Chief Kendrick stated under <br />the definition of state law, firearms were not allowed in governmental buildings. Mayor Morris <br />stated this Ordinance must be passed to prohibit firearms on city property in San Mareos and that <br />the state law did not cover cities. She stated this was not to deny any citizens their right to bear <br />arms but to keep firearms out of the workplace. The Council then voted unanimously for <br />approval of the Ordinance on first reading. <br /> <br />Mayor Morris introduced for consideration approval of the minutes of the Emergency Meeting <br />March 2, 1996, approval of the minutes of the Regular Meeting March 4, 1996, approval of three <br />Ordinances on second reading, adoption of an Ordinance on third and final reading, adoption of <br />eleven Resolutions and approval to authorize First Southwest Company to bid on the $1,500,000 <br />City of San Marcos, Texas Waterworks and Sewer System Revenue Bonds, Series 1996-A on <br />consensus. Mr. Guerra moved for approval of the minutes for the Emergency Meeting held <br />March 2, 1996, approval of the minutes of the Regular Meeting held March 4, 1996, approval of <br />three Ordinances on second reading, adoption of the Ordinance on third and final reading, <br />adoption of the eleven Resolutions, and approval to authorize First Southwest Company to bid on r <br />the $1,500,000 City of San Marcos, Texas Waterworks and Sewer System Revenue Bonds, I <br />Series 1996-A on consensus and Mr. Hart seconded the motion, which passed unanimously.
