Mayor Morris stated she was concerned about Section C.3.d. & e. which discusses <br />reduction, elimination or reimbursement of capital recovery fees and utility tap fees. Mr. Gilley <br />stated these items simply give the city options. Mr. Hernandez asked where the figure of <br />$100,000 was created in Section B.l.a. Mr. Gilley stated that number was simply a figure for <br />discussion depending on the type of development required. Discussion ensued. Mr. Gilley stated <br />if this form was approved the minimum application requirement would have to be $100,000. Mr. . <br />Hart stated he would like to lower the development project investment to be $50,000. Council <br />agreed. Mr. Hart stated in Section c.3.i. the Council needs to define a minimum ownership <br />position in terms of long-term ownership. Discussion ensued. The Council agreed to omit <br />Section C.3.i. The Council directed Mr. Gilley to bring this back as a Resolution. <br />Mayor Morris introduced a discussion regarding the description of Light Industrial Zoning. The <br />Council agreed to forward this matter to the Planning & Zoning Commission for the development r <br />of guidance to landowners for protection of property value. Mr. Hart stated deed restrictions <br />should be included in these guidelines. He stated it is not the government's role to validate deed <br />restrictions. Discussion ensued. Mr. Patterson stated deed restrictions could be filed by property <br />owners who chose to file. <br />Mayor Morris introduced the City Manager's Report. 1). Mr. Gilley stated the current tax <br />abatement policy did not exclude residential development. Specifically the tax abatement policy <br />states the development must create and maintain at least five jobs and must appropriate types of <br />activities. Discussion ensued. He stated the policy applies to businesses, however, it does not <br />specifically exclude residential development. Mr. Gilley recommended creating new language for <br />the tax abatement policy to include residential development. 2). Mr. Gilley stated the San <br />
