<br /> 24 <br /> Regular Meeting March 25, 1996 Page 7 <br /> Marcos Housing Authority wanted to continue affordable housing through BUD. Once the <br /> current project is complete the program would be complete. Mr. Gilley stated a question had <br /> arisen regarding ownership of property. He stated once the grant program would be closed out, <br /> the ownership would go to the occupants. They could then qualify lessees for ownership, but <br /> there is no guarantee. Mr Hart stated concern about the houses being leased before qualifying. <br /> Mayor Morris asked for a full report on the program at the next Council meeting. <br /> Mayor Morris introduced the City Attorney's Report. Mr. Gutierrez had no report. <br /> Mayor Morris introduced the City Council's Report. 1). Mr. Hernandez thanked the residents in <br /> the \Vallace Neighborhood for the clean-up program. He stated there was not enough containers <br /> and perhaps there be separate containers for brush and trash during the next project. J\fr. <br /> Hernandez suggested the next clean-up be a one day project. Mayor Morris suggested chippers <br /> be sent to the neighborhood to chop the brush during the day. 2). Mayor Morris stated the State <br /> Comptroller's Office had a tuition savings program that allows for payroll deductions in the <br /> workplace for employees. Mr. Moore stated the program would earn 25% in the next five years. <br /> The Council agreed to look at the program for city employees. 3). Mayor Morris stated the <br /> Council needed to look at water/wastewater rates for senior citizens on fixed incomes. The <br /> Council directed Mr. Gilley look into options for senior citizens and see how many households <br /> this would apply to. Mr. Guerra asked to view what Entex provides. 4). Mayor ~'Íorris stated <br /> the Council had received E.M.S. salaries. Mayor Morris stated she would like the salaries to be <br /> reviewed again with a market study. Mr. Mooney stated the salaries would be revisited during the <br /> budget process. 4). Mayor Morris stated the 1996 action agenda for the National League of <br /> Cities included: deficit reduction and entitlement reform, current mandates, public safety, <br /> telecommunications and tax reform. Mayor Morris stated she would like to see the government's <br /> policy formulated at NLC be put in the paper for the citizens to review. 5). ~fr. Mooney stated <br /> he attended the ribbon cutting ceremony with Texas Department of Transportation on the IH-35 <br /> completion. He talked with engineers regarding the overpass situation in San Marcos and they <br /> stated they would review the problem again. <br />~ <br /> Mayor Morris introduced an Executive Session pursuant to the Government Code, Section <br /> 551.071, to discuss matters where the City Attorney's ethical duty to the City clearly conflicts <br /> , with Government Code, Chapter 551 (Centerpoint Road infrastructure, GBRA Surface \Vater <br /> Contract, Thrifty Call Tax Abatement); Sections 551.072 and 551.073, to discuss lease of real <br /> property (City Park AtWetic Field); and Section 551.074, to discuss duties of a public officer <br /> (Mayor). Mr. Moore moved the Council adjourn into Executive Session at 9:31 p.m. 'and Mr. <br /> Hernandez seconded the motion, which passed unanimously. <br /> Mr. Guerra moved to reconvene at 10:37 p.m. and Mr. Moore seconded the motion, which <br /> passed unanimously. <br /> The meeting adjourned at 10:48 p.m. on motion made by ?vir.
