43 <br />Regular Meeting February 12, 1996 Page 3 <br />The motion failed. Mayor Morris moved to amend the Ordinance to <br />approve on first reading and Mr. Hart seconded the motion, and then <br />Mayor Morris withdrew her motion and Mr. Hart withdrew his second. <br />Council Members Moore, Mooney, Guerra and Hernandez filed disclosure <br />affidavits with the City Secretary regarding this matter.- Mr. Cox <br />then moved for adoption the Ordinance on emergency and Mr. Hart <br />seconded the motion. On roll call the following vote was recorded: <br />AYE: Moore, Mooney, Hart, Morris, Cox. <br />NAY: Guerra, Hernandez. <br />ABSTAIN: None. <br />The Ordinance was adopted. <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ORDERING A JOINT GENERAL AND SPECIAL ELECTION BY THE <br />CITY AND THE SAN MARCOS CONSOLIDATED INDEPENDENT SCHOOL- <br />DISTRICT TO BE HELD ON MAY 4, 1996, FOR THE PURPOSE OF ELECTING <br />A MAYOR, A CITY COUNCIL MEMBER, PLACE THREE, AND A CITY COUNCIL <br />MEMBER, PLACE FOUR; AND TO BE HELD WITHIN THE BOUNDARIES OF THE <br />SCHOOL DISTRICT FOR THE PURPOSE OF ELECTING A SCHOOL DISTRICT <br />BOARD OF TRUSTEES MEMBER, PLACE 1, AND A SCHOOL DISTRICT BOARD <br />OF TRUSTEES MEMBER, PLACE 2, AND A SCHOOL DISTRICT BOARD OF <br />TRUSTEES MEMBER, PLACE 3, AND TO SUBMIT BALLOT PROPOSITIONS TO <br />THE VOTERS FOR PROPOSED AMENDMENTS TO THE CITY CHARTER AND A <br />PROPOSED LEASE OF PARKLAND TO THE SAN MARCOS YOUTH SOCCER <br />ASSOCIATION; ESTABLISHING EARLY VOTING LOCATIONS AND POLLING <br />PLACES FOR THIS ELECTION; MAKING PROVISIONS FOR THE CONDUCT OF <br />THE ELECTION; AND DECLARING AN EMERGENCY. <br />Mr. Mooney moved for adoption of the Ordinance on emergency and Mr. <br />Hart seconded the motion. Measure 6 and Proposition 6 regarding <br />the Charter Review Commission's recommended amendment to Municipal <br />Court were discussed. Mr. Guerra moved to delete Measure 6 and <br />Proposition 6 from this Ordinance and renumber the remaining <br />Measures and Propositions and Mr. Cox seconded the motion. On roll <br />call the following vote was recorded: <br />AYE: Moore, Mooney, Hart, Guerra, Cox, Hernandez. <br />NAY: Morris. <br />ABSTAIN: None. <br />Mayor Morris moved to amend the wording of Proposition 9 to read, <br />"The amendment of Section 7.02 of the City Charter to provide for <br />approximately 1/3 of the members of the Planning and Zoning <br />Commission to be appointed each year," and Mr. Moore seconded the <br />motion, which passed unanimously. The Council then voted <br />unanimously for adoption of the Ordinance on emergency. <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1995-1996 <br />FISCAL YEAR TO PROVIDE FUNDING FOR INTERNET ACCESS SERVICE <br />EQUIPMENT FOR THE PUBLIC LIBRARY; AND DECLARING AN EMERGENCY. <br />Mr. Moore moved for adoption of the Ordinance on emergency and Mr. <br />Mooney seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows:
