44 <br />Regular Meeting February 12, 1996 Page 4 <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1995-96 <br />FISCAL YEAR TO PROVIDE FUNDING FOR SALARY INCREASES FOR CIVIL <br />SERVICE EMPLOYEES, AND DECLARING AN EMERGENCY. <br />Mr. Moore moved for adoption of the ordinance on emergency and Mr. <br />Cox seconded the motion. Mr. Gilley stated this commitment for <br />civil service pay increases for fire and police was discussed in the <br />budget process and since. A salary survey was conducted from 52 <br />cities, and we have adjusted the steps to allow for long-term <br />increases. The recommendation is for significant pay increases for <br />all positions to be implemented April ist. The present policy for <br />civil service positions tops out quickly. The Council voted <br />unanimously for adoption of the Ordinance on emergency. <br />Mayor Morris introduced for consideration approval of an ordinance <br />on first reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER SECTION <br />82.067 OF THE SAN MARCOS CITY CODE BY THE ADDITION OF A FIFTEEN <br />MINUTE PARKING LIMITATION DURING THE HOURS OF 8:00 A.M. TO 5:00 <br />P.M. ON THE NORTH SIDE OF HUTCHISON STREET, FROM GUADALUPE <br />STREET WEST, A DISTANCE OF 146 FEET; INCLUDING PROCEDURAL <br />PROVISIONS; AND PROVIDING FOR PENALTIES. <br />Mr. Moore moved for approval of the ordinance on first-reading and <br />Mr. Mooney seconded the motion. On roll call the following vote was <br />recorded: <br />AYE: Moore, Mooney, Hart, Morris, Guerra, Cox. <br />NAY: Hernandez. <br />ABSTAIN: None. <br />Mayor Morris introduced for consideration adoption of a Resolution, <br />the caption which was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AWARDING A CONTRACT FOR THE PURCHASE OF RELAYED <br />SUBSTATION RECLOSERS TO ; <br />AUTHORIZING THE PURCHASING MANAGER TO EXECUTE CONTRACT <br />DOCUMENTS ON BEHALF OF THE CITY; AND DECLARING AN EFFECTIVE <br />DATE. <br />Mayor Morris drew lots for the selection of award of bid by the two <br />companies bidding the same amount, Southway Electric Utility <br />Service, Inc. and KBS Electrical Distributors, Inc. The name of <br />Southwest Electric Utility Service, Inc. was drawn. Mr. Guerra <br />moved for adoption of the Resolution and for amendment to add the <br />name of Southwest Electric Utility Service, Inc. in the blanks and <br />Mr. Mooney seconded the motion, which passed unanimously. <br />Mayor Morris introduced for consideration reconsideration of two <br />Zoning Ordinances. The Council did not wish to reconsider either of <br />these Ordinances. The captions of these Ordinances read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br />A 0.25 ACRE TRACT OF PROPERTY LOCATED AT 201 ELLIS STREET, FROM <br />"I" (INDUSTRIAL DISTRICT) TO "C" (COMMERCIAL DISTRICT); <br />INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING <br />A 0.41 ACRE TRACT OF PROPERTY LOCATED AT THE CORNER OF ALLEN <br />AND DELMAR STREETS, FROM "TH-1" (TOWNHOUSE RESIDENTIAL DISTRICT <br />[LOW DENSITY]) TO "R-1" (SINGLE-FAMILY DWELLING DISTRICT [LOW <br />DENSITY]); INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR <br />PENALTIES.
