<br />17 <br />Regular Meeting January 22, 1996 Page 4 <br /> GOVERNMENT CODE¡ AUTHORIZING AND ALLOWING, UNDER THE ACT <br /> GOVERNING THE TEXAS MUNICIPAL RETIREMENT SYSTEM, RESTRICTED <br /> PRIOR SERVICE CREDIT TO EMPLOYEES WHO ARE MEMBERS OF THE SYSTEM <br /> FOR SERVICE PREVIOUSLY PERFORMED FOR VARIOUS OTHER PUBLIC <br /> ENTITIES FOR WHICH THEY HAVE NOT RECEIVED CREDITED SERVICE¡ AND <br /> ESTABLISHING AN EFFECTIVE DATE FOR THE ORDINANCE, AND <br /> PRESCRIBING THE EFFECTIVE DATE FOR THE ORDINANCE. <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Morris closed the public hearing. Mr. <br />Moore moved for adoption of the Ordinance on emergency and Mr. <br />Mooney seconded the motion. Mr. Cox asked Mr. Gilley if the $30,000 <br />in Staff¡s report is the total annual cost, and Mr. Gilley stated it <br />is based on actuarial figures from TMRS, but it does not change <br />much. Mr. Gilley stated with the program, there is the potential to <br />lose employees sooner, but it is common to have employees who stay <br />thirty years.: ,One advantage is an employee can retire and move to <br />another City. This could be.a way for San Marcos to attract some <br />employees and offer this as an enhancement to recruit some new <br />employees. The Council voted unanimously for adoption of the <br />Ordinance on emergency. <br />Mayor Morris introduced for consideration a public hearing and <br />approval of an Ordinance on first reading, the caption which 'was <br />read as follows: ~ <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS¡ AMENDING ARTICLE 2, MASTER PLAN, OF CHAPTER 102 OF THE <br /> SAN MARCOS CODE TO ADOPT SAN MARCOS HORIZONS AS THE NEW MASTER <br /> PLAN FOR THE CITY¡ PROVIDING FOR IMPLEMENTATION OF THE MASTER <br /> PLAN¡ PROVIDING FOR REVISIONS TO THE FUTURE LAND USE PLAN¡ <br /> INCLUDING PROCEDURAL PROVISIONS¡ AND PROVIDING FOR PENALTIES. <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak. No one did, so Mayor Morris closed the public hearing. Mr. <br />Moore moved for approval of the Ordinance on first reading and Mr. <br />Mooney seconded the motion. The Council discussed the sector type <br />land use in the ETJ. Mr. Moore stated there would be an annual <br />annexation review. Mr. Patterson stated most of the land in the ETJ <br />is undeveloped¡ and the sector plan contains a 70-square mile <br />planning area and is not specific to parcel level. Mr. Hart stated <br />he has a different opinion regarding the annexation policy, and Mr. <br />Gilley stated that needs to be clarified at this time. Mr. Hart <br />stated he does not think the City should annex Freeman Ranch, willow <br />Creek and Laurel Estates as there is nothing to be gained by <br />annexing the areas. Mr. Guerra agreed. Mayor Morris stated she was <br />opposed to annexing Freeman Ranch. Jane Hughson suggested the <br />annexation plan be renamed the annexation review plan, because it is <br />to merely look at¡ not necessarily to annex. It was consensus to <br />accept this suggestion. The Council voted unanimously for approval <br />of the Ordinance on first reading. <br />Mayor Morris introduced for consideration a public hearing and <br />adoption of an Ordinance, the caption which was read as follows: <br /> A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS¡ <br /> TEXAS, APPROVING THE ISSUANCE OF A CERTIFICATE TO WILLIAM E. <br /> STULL D/B/A LAVISH LIMOS, FOR THE PROVISION OF LIMOUSINE <br /> SERVICES IN SAN MARCOS, AND DECLARING AN EFFECTIVE DATE. <br />Mayor Morris opened the public hearing and asked if anyone wished to <br />speak. Billy Stull was present to answer questions and stated he <br />offices at the Fire Station Building. No one else wished to speak, <br />so Mayor Morris closed the public hearing. Mr. Hernandez moved for <br />adoption of the Resolution and Mr. Moore seconded the motion, which <br />passed unanimously. <br />Mayor Morris introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br /> AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br /> TEXAS, ADDING SECTION 2.021 OF THE SAN MARCOS CITY CODE TO <br /> PROVIDE FOR ANNUAL EVALUATIONS OF COUNCIL APPOINTEES, AND <br /> ADDING SECTION 2.044 TO THE SAN MARCOS CITY CODE TO PROVIDE <br />
