City Council Meeting Minutes February 7,2017 <br /> against the owner or the people that work there, but she is against another <br /> restaurant that will sell liquor late at night. She said that this will be the <br /> beginning of the end of our neighborhood if they begin selling liquor. She <br /> asked that the Council please specifically vote against letting them serve liquor. <br /> She stated that she shared Kathy Morris' comments from citizen comment. <br /> Robert Montelongo, 512 McKee Street,asked the Council to think about the <br /> message that they will be sending to future business owners. He stated that lots <br /> of people are coming to San Marcos and now if they are going to be met with a <br /> bunch of opposition then who is going to want to stay. <br /> Antonio Palacios, 923 Hopkins, spoke in favor of Gumby's and asked the <br /> Council to uphold the P&Z's decision. <br /> Gloria Fortin, 109 Manor Park, she used to office in the Young Building, but <br /> had to relocate due to the amount of noise that they were subject to. <br /> Laurie Hughes 718 Easton Drive,yielded her time to Cathy Dillon. <br /> Cathy Dillon,spoke about the 8 criteria for things to be met in the Land <br /> Development Code, and how Palmer's Restaurant in the area closes at 10pm <br /> and is not open late like Gumby's would be. She stated that she understands <br /> this is a family business and that Mr.Higdon is a great man, but she just can't <br /> support another business selling alcohol so close to her business. <br /> Camille Phillips, PO Box 172, asked the council to deny the CUP. She would <br /> like San Marcos to be known for mermaids, murals, and small museums, not <br /> bars. She stated that if the Council wants a successful town then you have to <br /> make a place where people will want to live. <br /> Mike Dillon, 1000 Burleson, stated that you grow or you die so you want to <br /> grow, but you want good growth. He stated that he looked at the Police Blotter <br /> and there were 8 incidents of alcohol related arrests in one night and then next <br /> night there were 9. Their fear is that they need a buffer. They need to be T4 <br /> and not T5. He stated that Gumby's is good pizza and the Higdon's are good <br /> people, but this is not compatible with the neighborhood. He thanked the <br /> Council for the Code SMTX Workshop, reversing the back in parking decision, <br /> and stated, "let's keep bars in downtown where they belong." <br /> Amy Meeks, 832 Belvin, reviewed the maps of the neighborhood that were <br /> provided to the Council.
