City Council Meeting Minutes February 7,2017 <br /> He asked if that is what that Council really wants? <br /> HC Kyle, 711 W San Antonio Street, addressed the Council as a previous P&Z <br /> commissioner, and spoke about how we need a buffer between the downtown <br /> district and the neighborhood. He stated that when you see a single family <br /> residence and cars are parked on both sides of the street it creates an unsafe <br /> situation. He asked the Council to please understand how they feel. If we <br /> don't go to our legislators to control the growth of the university, it will <br /> continue to grow. <br /> Brenda Smith,PO BOX 5156, San Marcos, spoke in regards to the noise <br /> ordinance and how it has some short comings. She stated that you may be able <br /> to hear the music being played inside your home or office but they are not in <br /> violation of the city ordinance. She stated that the Noise Ordinance was going <br /> to be reviewed, but she is not sure if it ever was. She stated that she use to own <br /> the Young Building at 323 Hopkins until 2015. She said that when they owned <br /> the building Tantra had outdoor music and Zelick's had outdoor music and it <br /> was very difficult to handle. If you have 60 decibels on either side of you it can <br /> get very loud. She stated that she voted for every single Council Member on <br /> the dais and asked for them to approve the appeal. <br /> Monty Moore, 609 Larne, has been a resident of San Marcos for 38 years and <br /> stated that he has been the owner and operator of Calcutta's for 24 years. He <br /> stated that when he was downtown on the square he would have to deal with <br /> trash,urine,vomit and occasionally blood outside of his shop. Now that he is <br /> at 322 W Hopkins and there could potentially by bars he is very concerned. <br /> HE asked the Council if they don't stop this now,when will they stop it? <br /> Melinda Habingrather,2706 James Street, stated that she has known Forrest <br /> Higdon for many years. She said that he is a man of impeccable character, and <br /> that he is the type of man you want in this community. She stated that one <br /> thing that we keep hearing is wrong. This is not a bar it is a pizza restaurant, <br /> and is completely legal for an area zoned the way it is. She mentioned that she <br /> has a granddaughter that is dying from a rare condition and that Forrest <br /> helped raise over$2000 last week to go towards her treatment. She stated that <br /> she wants a guy like that in this community. She said that if he says that he is <br /> going to be a part of something then he will be. She will vouch for him. <br /> Karen Brown, 834 W Hopkins, stated that she voted for all of the members of <br /> Council and has lived in San Marcos since 1980, and her husband previously <br /> served on Council.
