City Council Meeting Minutes February 7,2017 Miguel Azuna, Vice-President, Waters & Company, introduced himself and explained who Waters & Company is. They are located in Addison, Texas and have over 30 years of experience and that all staff are employed by Waters & Company and are not consultants. He stated that they have conducted recruiting in 36 States, and that they understand that not every organization is the same. He reviewed the Staff at Waters and Company and their role in regards to the search process. He reviewed Completed searches that they have completed in the last 6 months. He provided the task list for the executive search process. He provided a summary of their process and how they determine a good fit that meets the qualifications for the position. He stated that they set up forums and engage the community in the process. He stated that they try to offer the position within 90 days of beginning the search. No direction was provided at this time 2. Receive a Staff update regarding the Hays County Hazard Mitigation Plan, and provide direction to Staff. Richard Reynosa, provided the Council with the presentation regarding the Hays County Hazard Mitigation Plan. He provided the purpose of the Plan, comments of the plan, mitigation strategy, public input process and the schedule. Council requested an update on the plan as we move through he Hazard Mitigation Plan process to come from the City Manager's Office. Staff will also add land acquisition and conservation from mitigation purposes to a future agenda. 6:00 PM V. 30 Minute Citizen Comment Period Carl Furry, spoke about his operation of a short term rental (STR) on Airbnb and the reasons for welcoming STRs into the community and allowing people to live as locals and providing some folks extra income. He stated his disappointment in the possibility of requiring a CUP process and that it is significantly higher in regulations and higher in fee costs. He stated that we were looking at a$10 fee and now it's over$500. He said that he wants to live in a quiet neighborhood too and that they impose strict rules on their guests. He asked the Council to please strive to set permit processes and fees that are unreasonable. They would be open to showing their casita to the Council. Kathy Morris, spoke to Council about her opposition to the CUP that has been issued to Gumby's Pizza. She stated that she is not against Gumby's, but the Council should suspend CUP issuance in this area until a buffer zone can be City of San Marcos Page 2
