City Council Meeting Minutes February 7,2017 <br /> Miguel Azuna, Vice-President, Waters & Company, introduced himself and <br /> explained who Waters & Company is. They are located in Addison, Texas and <br /> have over 30 years of experience and that all staff are employed by Waters & <br /> Company and are not consultants. He stated that they have conducted <br /> recruiting in 36 States, and that they understand that not every organization is <br /> the same. He reviewed the Staff at Waters and Company and their role in <br /> regards to the search process. He reviewed Completed searches that they have <br /> completed in the last 6 months. He provided the task list for the executive <br /> search process. He provided a summary of their process and how they <br /> determine a good fit that meets the qualifications for the position. He stated <br /> that they set up forums and engage the community in the process. He stated <br /> that they try to offer the position within 90 days of beginning the search. <br /> No direction was provided at this time <br /> 2. Receive a Staff update regarding the Hays County Hazard Mitigation Plan, and <br /> provide direction to Staff. <br /> Richard Reynosa, provided the Council with the presentation regarding the <br /> Hays County Hazard Mitigation Plan. He provided the purpose of the Plan, <br /> comments of the plan, mitigation strategy, public input process and the <br /> schedule. Council requested an update on the plan as we move through he <br /> Hazard Mitigation Plan process to come from the City Manager's Office. Staff <br /> will also add land acquisition and conservation from mitigation purposes to a <br /> future agenda. <br /> 6:00 PM <br /> V. 30 Minute Citizen Comment Period <br /> Carl Furry, spoke about his operation of a short term rental (STR) on Airbnb <br /> and the reasons for welcoming STRs into the community and allowing people <br /> to live as locals and providing some folks extra income. He stated his <br /> disappointment in the possibility of requiring a CUP process and that it is <br /> significantly higher in regulations and higher in fee costs. He stated that we <br /> were looking at a$10 fee and now it's over$500. He said that he wants to live <br /> in a quiet neighborhood too and that they impose strict rules on their guests. <br /> He asked the Council to please strive to set permit processes and fees that are <br /> unreasonable. They would be open to showing their casita to the Council. <br /> Kathy Morris, spoke to Council about her opposition to the CUP that has been <br /> issued to Gumby's Pizza. She stated that she is not against Gumby's, but the <br /> Council should suspend CUP issuance in this area until a buffer zone can be <br /> City of San Marcos Page 2 <br />
