2.Tocomplywiththerequirementsof2CFR§200.306,ifmatchingfundsforacurrentCDBGDR <br />projectareprovidedbyotherfederalorstateornonprofitsources,thefundswillbeaccounted <br />forseparatelyintheMunisFinancialSystem.Thecontributionsareidentifiedbysourceand <br />projecttobefundedbythosematchingfunds.TheCitywillalsocomplywithadditional <br />regulationsofthefundingagency. <br />3.TheCitywilldocument: <br />Theamountoffundsactuallyreceivedfromeachsource; <br />ThescopeoftheprojectfundedthroughsourcesotherthanCDBGDRprogram(to <br />confirmthatthefundsareamatchtotheCDBGDRfundedproject);and <br />Completionofthatproject <br />4.AnyNonCashcontributionsutilizedasmatchingorcostsharingfundswillcomplywiththe <br />requirementsetforthin2CFR§200.306(d)(j).Intheevent,HUDauthorizestheCitytodonate <br />noncashlongtermusepropertyforcostsharing,theCitywillrecordpropertyatthelesserof: <br />ThevalueoftheremaininglifeofthepropertyrecordedintheCity'saccountingrecords <br />atthetimeofdonation. <br />Thecurrentfairmarketvalueofthedonatedproperty <br />K.Procurement <br />TheCityofSanMarcoshasreviseditsPurchasingPolicytoreflectprocurementstandardsthatcomply <br />withthespecificationsdetailedin2CFR200.318through200.326(subjectto2CFR200.110,asapplicable) <br />duetoitsapplicabilitytotheregularentitlementCDBGprogrammanagedbytheCity.Necessaryrevisions <br />ensurethattheCityofSanMarcos: <br />documentsprocurementproceduresthatconformtoStateandlocallawsandregulations AND <br />guidancein24CFR§200.317325.TheseProcurementStandardsarepublishedinthePurchasing <br />areaofthe/źƷǤ͸ƭinternalwebsiteandtherecoverywebsite,atSMTXFloodRecovery.com <br />maintainsoversighttoensurethatcontractorsperforminaccordancewiththetermsand <br />conditionsoftheircontractsorpurchaseorders; <br />maintainswrittenstandardsofconductcoveringconflictsofinterestandgoverningthe <br />performanceofitsemployeesengagedintheselection,award,andadministrationofcontracts. <br />Noemployee,officer,oragentcanparticipateintheselection,award,oradministrationof <br />contractsifheorshehasarealorapparentconflictofinterest. <br />ForeachserviceandprojectfundedbyCDBGDRfunds,theCitywilladheretoitsadoptedPurchasing <br />Policy.TherevisedPurchasingPolicyislocatedintheAppendix. <br />L.PaymentProcessing <br />1.Subrecipientinvoiceswillbesubmittedperiodically(quarterlyataminimum)totheCommunity <br />InitiativesDivision.TheCitywillpaytotheSubrecipientfundsavailableunderthisAgreement <br />baseduponinformationsubmittedbytheSubrecipientandconsistentwithanyapprovedbudget <br />andCitypolicyconcerningpayments.Withtheexceptionoflimitedadvances,madewithpre <br />approvalbytheCity,paymentswillbemadeforeligibleexpensesactuallyincurredbythe <br />Subrecipient,andnottoexceedactualcashrequirements.Sourcedocumentationmayinclude, <br />CITYOFSANMARCOSCDBGDRFINANCIALPOLICIES&PROCEDURESMANAUAL17|P <br />AGE <br /> <br />
