1.The/źƷǤ͸ƭCapitalImprovementsProgram(CIP)isamultiyearfinancial <br />planningtoolusedto <br />identifyandplanformajorcapitalprojectswhichaddressgrowth,transportation,publicsafety,and <br />utilityinfrastructureissuesinconjunctionwithgoalsandprioritiesasdeterminedbyCityCouncil.A <br />majorcapitalprojectgenerallyinvolvesasignificantexpenditureoffunds,beyondoperationand <br />maintenancecosts,fortheacquisitionorconstructionofaneededfacilityorinfrastructure.Amajor <br />capitalprojectshouldexceed$50,000incost.TheCIPcoincideswiththeadoptionofthebudget <br />andusesatenyearprojection. <br />TheCIPispreparedannuallyandonaprojectbasiscategorizedbyspecificprogram;i.e.,streets, <br />drainage,publicsafety,publicbuildings,parksandrecreation,water,wastewaterandelectric.The <br />CIPshouldcontainacomprehensivedescriptionoftheproject,fundingsources,thetimingofcapital <br />projects,andtheimpactonoperations.TheCIPwillbepreparedbythePlanningDepartmentand <br />reviewedbytheCityManagerwiththeinvolvementofresponsibledepartments.TheCIPwillbe <br />submittedtothePlanningandZoning(P&Z)Commissionfortheirreview.Afterconsiderable <br />deliberationincludingpublicworkshopsandhearingstogathercitizenparticipation,theP&Zwill <br />approvearecommendedCIPforCityCouncil'sapproval.TheCityCouncilreviewstheCIPschedule <br />foradherencetogoalsandprioritiesandapprovestheCIPforinclusionintheensuingfiscalyear <br />budget.CapitalprojectswithinthefirstyearoftheCIPareapprovedforfunding.Maintenanceand <br />projectsareincludedintheensuingfiscalyearbudget. <br />operationalcostsrelatedtocapital <br />2.CIPinfrastructureprojectsfundedinwholeorinpartwiththeCDBGDRprogramwillbespecifically <br />identifiedanddefinedintheCDBGDRActionPlanandallrelatedamendmentstothePlan.Updates <br />tothe20152019CDBGConsolidatedPlanwillincorporateCDBGDRfundedprojectsincompliance <br />withtheFederalRegister. <br />D.FinancialPlanning,Accounting,AuditingandReporting <br />1.FinancialPlanning <br />TheDirectorofFinanceprovidesrecommendationsforshorttermandlongtermstrategic <br />financialplanningtoefficientlyandeffectivelyusetheCity'sfinancialresources.Thisfinancial <br />planningisachievedinaccordancewiththegoalsandprioritiesoftheCityCouncil,theCity <br />Manager,andincompliancewithapplicablelawsandGenerallyAcceptedAccountingPrinciples <br />(GAAP). <br />2.AccountingSystem <br />TheDirectorofFinanceisresponsibleforthedevelopment,maintenanceandadministrationof <br />theCity'saccountingsystem.CompliancewithGAAPandapplicablefederal,stateandlocallaws <br />andregulationswillbemaintained.Thisresponsibilityalsoincludestheimplementationand <br />maintenanceofinternalaccountingcontrolsfortheCity'sfinancialresources.Functionsofthe <br />accountingsystemincludepayroll,accountspayable,generalledger,grants,capitalprojects, <br />fixedassets,accountsreceivable,selfinsurance,utilitybillingandcollections.Furtherdiscussion <br />ofthe/źƷǤ͸ƭaccountingsystemisprovidedbelow. <br />3.Auditing <br />External InconformancewiththeCity'sCharter,provisionsofTexasLocalGovernmentCode <br />andrequirementsofFederalawards,theCitywillbefinanciallyauditedannuallybyan <br />outsideindependentauditingfirmwhichincludesafinancialstatementauditandSingleAudit <br />CITYOFSANMARCOSCDBGDRFINANCIALPOLICIES&PROCEDURESMANAUAL6|P <br />AGE <br /> <br />
