City of San Marcos <br /> Primrose Way Water Line <br /> Attachment A—Scope of Services <br /> January 31,2017 <br /> PROJECT DESCRIPTION SUMMARY <br /> The work shall consist of professional engineering design services for the Primrose Way Water Line Project <br /> including preliminary and final design phase services for the water line improvements along Primrose Way <br /> starting at Horace Howard Drive extending to the Master's School Property(approximately 1,880 LF). The <br /> scope includes the design for an 8-inch water line to address TCEQ requirements regarding the maximum <br /> number of services allowed on a 2-inch line and to provide a loop feed for fire protection. The project is <br /> not located within the Edwards Aquifer Recharge Zone. <br /> BASIC SERVICES <br /> PROJECT MANAGEMENT&QA/QC <br /> Includes project set-up/close-out;communication with the City;subconsultant management;managing staff <br /> resources, files, budgets, and schedule; project invoicing; and project QA/QC throughout the duration of <br /> the project. <br /> PRELIMINARY PHASE(30%) <br /> • Meetings. Includes one(1)30%Review Meeting and one(1)site visit. A kick-off meeting,public <br /> meeting,and utility coordination meetings are not included. <br /> • Data Collection and Review. Collect and review previous project records and available base map <br /> information including City GIS,aerial imagery, floodplain mapping,and property parcels. <br /> • Provide Topographic Surveying. Byrn&Associates will provide topo survey to include: <br /> 1. Provide horizontal and vertical control for topographic survey. <br /> 2. Topographic survey. <br /> 3. Locate above ground planimetric features, including existing structures, edge of roads, <br /> evidence of underground utilities,overhead utilities,fences,trees 6-inches in diameter and <br /> larger, ditch flowlines and other pertinent features affecting design. <br /> 4. Water valve top of nut elevations. <br /> 5. Locate enough boundary information for determination of street right of way lines. <br /> 6. Contact Digg-Tess for location of existing underground utilities <br /> 7. The topographic information will be provided in Autocad format with a triangulation <br /> network of the existing surface. <br /> • Perform Utility Coordination including contacting area utility providers via email to request utility <br /> records and information regarding any planned projects within the project area. <br /> • Evaluate proposed water alignment option(s)and develop schematic drawing(s). The drawing will <br /> be roll plot of plan view only. <br /> • Evaluate environmental and permitting considerations, including a desktop review of cultural <br /> resources within the proposed project. Cox McLain Environmental Consulting (CMEC) will <br /> provide the cultural resources desktop review/analysis and summarize findings in a letter report. <br /> • Evaluate easement requirements and prepare related exhibits and field notes. Plat and field note <br /> combinations for easement documents will be provided by Byrn & Associates as a Supplemental <br /> Services item. <br /> • Prepare Preliminary Opinion of Probable Construction Cost(OPCC). The OPCC will be based on <br /> available recent bid tabulations for similar projects in Central Texas. <br /> • Update Project Schedule. <br /> • Prepare Preliminary Phase Technical Memorandum (TM). The preliminary TM will be prepared <br /> as a concise summary of the existing utilities,alignment evaluation,easement requirements,OPCC, <br /> A-1 <br />
