City Council Meeting Minutes April 18,2017 <br /> associated with having a flood of people in the river park areas. <br /> Sue Cohen,spoke in support of the Parks Ordinance, and explained how the <br /> amendments are necessary for public safety and public health. She stated that <br /> the Park Rangers would be able to issue a citation or issue a warning regarding <br /> the public display or consumption of alcohol. She encouraged the Council to <br /> pass the Ordinance and to look to the long term. She stated that we are doing <br /> the best with what we have, but the Council needs to look to the future. <br /> Lisa Marie Coppoletta, stated that she had been warning people about the <br /> dumpsters that would block drainage areas. She wondered if the students get <br /> the emergency notifications, and that we need to educate the Students on the <br /> dangers of floodwater. She hopes that we have more outreach to the University <br /> regarding flooding and safety. She referenced some methods that she felt could <br /> be used to assist in getting the word out to the public about real time situations <br /> during the event. She suggested the Communications Director work with local <br /> radio stations to get information out as well. <br /> Esther Garcia, spoke in opposition of Item#20, spoke about how she spoke to <br /> neighbors, and stated that they were not informed about paying to park in <br /> front of their homes. She stated that Johnny Garcia added the name `Esther <br /> Garcia' to the bottom of the petition, and that she is not that Esther Garcia. <br /> John Garcia, spoke about the issues that occur in his neighborhood regarding <br /> parking due to the baseball fields and river park users. He asked for the <br /> Council's support of the Residential Parking Permit petitions that are before <br /> the Council on second reading and first reading. <br /> Eva Rodriguez,spoke about how she does not have any problems with parking <br /> along CM Allen Parkway, and how she is against the Residential Parking <br /> Program. <br /> CONSENT AGENDA <br /> A motion was made by Council Member Gregson, seconded by Mayor <br /> Pro-Tem Hughson,to approve the Consent Agenda,with the exception of items <br /> #8,9, 13, and 18,which were pulled and considered separately. The motion <br /> carried by the following vote: <br /> For: 7- Mayor Thomaides, Mayor Pro-Tern Hughson, Deputy Mayor Pro Tern Prewitt, <br /> Council Member Mihalkanin, Council Member Gonzales, Council Member <br /> Gregson and Council Member Derrick <br /> Against: 0 <br /> City of San Marcos Page 3 <br />
