City Council Meeting Minutes April 18,2017 <br /> regarding the recent drop in sales tax and the situation of Best Buy's call center <br /> not having the technology in place to route the sales tax back to the City of San <br /> Marcos on items sold within the call center in the City. Mrs. Hurlbert updated <br /> the Council on a recent conference call and stated that they hope to have the <br /> technology in place within the July or August time frame. Discussion was held <br /> regarding the terms of the contract with Best Buy. Staff provided the <br /> recommendation to continue to work with Best Buy, and noted that the City <br /> will not provide any rebates to them until they resolve the sales tax collection <br /> issue. Mrs. Hurlbert discussed how Staff is in the process of analyzing how our <br /> revenues are trending and keeping a close eye on retail sales. The City is still <br /> seeing robust sales tax being generated by construction and whole sale <br /> materials. Mrs. Hurlbert stated that Staff will be looking at other revenue <br /> streams, but that we historically have savings. Staff will look at any general <br /> fund capital outlay projects that could possibly be postponed. Staff will bring <br /> back a plan to the Council to determine the best way forward. Discussion was <br /> held about health insurance premiums. Staff feels that what is proposed <br /> currently at 5% is sufficient for now. Discussion was held regarding <br /> replacement reserves. Staff stated that planning is getting better, but we are <br /> not where we need to be in that due to increased maintenance costs of facilities <br /> or items reaching the end of the their service life. Staff to bring back a list of <br /> areas requiring maintenance. <br /> Mayor Thomaides opened the Public Hearing at 8:07 p.m. <br /> There being no comments,Mayor Thomaides closed the Public Hearing at 8:07 <br /> p.m. <br /> Main Motion: A motion was made by Council Member Gregson, seconded by <br /> Deputy Mayor Pro Tern Prewitt, that Resolution 2017-74R be approved. <br /> Motion to Amend: A motion was made by Council Member Gregson, <br /> seconded by Council Member Mihalkanin,to amend Resolution 2017-74R by <br /> inserting the following under Section 5. Other initiatives, "Endeavor to <br /> determine and budget for sufficient funding levels for routine maintenance and <br /> capital replacement for equipment and city facilities." The motion carried by <br /> the following vote: <br /> For: 7- Mayor Thomaides, Mayor Pro-Tern Hughson, Deputy Mayor Pro Tern Prewitt, <br /> Council Member Mihalkanin, Council Member Gonzales, Council Member <br /> Gregson and Council Member Derrick <br /> Against: 0 <br /> Main Motion: to approve Resolution 20107-74R, as amended.
