117 <br />Regular Meeting February 8, 1999 Page 2 <br />Carol Peters: Mihalkanin, Doiron. <br />The six appointments to Central Texas Higher Education Authority Board are Mr. Lowman, Ms. <br />Spears, Ms. Salazar (reappointment), Ms. Ahrens (reappointment), Mr. Hill (reappointment) and <br />Mr. Lucio. <br />Mayor Moore introduced for consideration approval of three appointments to the San Marcos <br />Electrical Board. Mr. Cox moved to appoint Sheldon Kramer (master electrician) and Mr. <br />Doiron moved to appoint W. Glyn Landru (master electrician), which passed unanimously. The <br />remaining appointments will be rescheduled at the next meeting. <br />Mayor Moore introduced for consideration approval of one appointment to the Historic <br />Preservation Commission. Mayor Moore stated there was an error in the last appointment for <br />this Board, which was Linda Pennington. Mayor Moore moved to appoint Bill Pennington <br />(Belvin Street representative), which passed unanimously. <br />Mayor Moore introduced for consideration approval of one appointment to the Airport <br />Commission to fill a vacancy. Mayor Moore moved to appoint Arwin Dougal (out of city limits) <br />and Mr. Moseley moved to appoint Charles Abbey (in city limits). On roll call the following <br />vote was recorded: <br />Arwin Dougal: Moore. <br />Charles Abbey: Mihalkanin, Hughson, Doiron, Moseley, Cox. <br />Mayor Moore introduced a public hearing for an annexation, the caption which was read as <br />follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 73.543 <br />ACRES, MORE OR LESS, LOCATED ADJACENT TO THE 3700 AND 3800 <br />BLOCKS OF INTERSTATE HIGHWAY 35 SOUTH; APPROVING A SERVICE <br />PLAN FOR THIS TRACT; PROVIDING FOR PUBLICATION AND DECLARING AN <br />EFFECTIVE DATE. <br />Mayor Moore opened the public hearing and asked if anyone wished to speak. There were no <br />speakers, so Mayor Moore closed the public hearing. <br />Mayor Moore introduced a public hearing and approval of an Ordinance on first reading, the <br />caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE TRANSFER OF THE EXISTING CABLE TELEVISION <br />FRANCHISE FROM TCI CABLEVISION OF TEXAS, INC. TO TIME WARNER <br />ENTERTAINMENT-ADVANCE/NEWHOUSE PARTNERSHIP; PROVIDING THAT <br />THIS TRANSFER SHALL BE SUBJECT TO ALL EXISTING TERMS OF THE <br />CABLE TELEVISION FRANCHISE; PROVIDING FOR WRITTEN ACCEPTANCE <br />TO BE FILED BY TIME WARNER ENTERTAINMENT-ADVANCE/NEWHOUSE <br />PARTNERSHIP; AND PROVIDING AN EFFECTIVE DATE. <br />MaN-or Moore opened the public hearing and asked if anyone wished to speak. Charles Hembree <br />from TCI Cablevision stated he was present if the City Council had any questions. There were <br />no other speakers so Mayor Moore closed the public hearing. Mr. Mihalkanin moved for <br />approval of the Ordinance on first reading and Mr. Cox seconded the motion, which passed <br />unanimously. <br />Mayor Moore introduced a public hearing and approval of an Ordinance on first reading, the <br />caption which was read as follows:
