118 Regular Meeting February 8, 1999 Page 3 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS CHANGING THE NAME OF LYNAE COURT TO REDBUD COURT FROM ITS INTERSECTION WITH SIERRA RIDGE DRIVE TO ITS DEAD END AS A CUL- DE-SAC; CHANGING THE NAME OF VALERIE COURT TO YAUPON COURT FROM ITS INTERSECTION WITH SIERRA RIDGE DRIVE TO ITS DEAD END AS A CUL-DE-SAC; CHANGING THE NAME OF MELANIE COURT TO JUNIPER COURT FROM ITS INTERSECTION WITH SIERRA RIDGE DRIVE TO ITS DEAD END AS A CUL-DE-SAC; CHANGING THE NAME OF BONNIE COURT TO SENISA COURT FROM ITS INTERSECTION WITH SIERRA RIDGE DRIVE TO ITS DEAD END AS A CUL-DE-SAC; PROVIDING FOR PUBLICATION AND DECLARING AN EFFECTIVE DATE. Ms. Hughson stated she was abstaining on this matter. Mayor Moore opened the public hearing and asked if anyone wished to speak. There were no speakers so Mayor Moore closed the public hearing. Mr. Cox moved for approval of the Ordinance on first reading and Mr. Moseley seconded the motion. On roll call the following vote was recorded: AYE: Doiron, Moore, Moseley, Cox, Mihalkanin. NAY: None. ABSTAIN: Hughson. Mayor Moore introduced a public hearing for approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS APPROVING THE ABANDONMENT OF THE ALLEYWAY ADJACENT TO LOT 1A, BLOCK 2 OF THE B.F. DONALDSON ADDITION LOCATED BETWEEN THAT LOT AND THE UNION PACIFIC RAIROAD RIGHT-OF-WAY; APPROVING THE CONVEYANCE OF THIS ALLEYWAY TO CAPITAL AREA RURAL TRANSPORTATION SYSTEM; AUTHORIZING THE CITY MANAGER TO EXECUTE A DEED; AND DECLARING AN EFFECTIVE DATE. Mayor Moore opened the public hearing and asked if anyone wished to speak. There were no speakers so Mayor Moore closed the public hearing. Mr. Moseley moved for approval of the Ordinance on first reading and Ms. Hughson seconded the motion. Ms. Hughson asked for the selling price, and Mr. Taylor responded it is the City's policy to give alleys away that are not used. Messrs. Mihalkanin and Cox and Ms. Hughson expressed some reservation with abandoning the alley until a determination is made regarding the location of the cross-town parkway. Mr. Cox requested a CART'S representative be present at the next meeting. On roll call the following vote was recorded: AYE: Mihalkanin, Doiron, Moore, Moseley, Cox. NAY: Hughson. ABSTAIN: None. Mayor Moore introduced for consideration an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AUTHORIZING THE ISSUANCE AND SALE OF CITY OF SAN MARCOS, TEXAS, GENERAL OBLIGATION REFUNDING AND IMPROVEMENT BONDS, SERIES 1999; LEVYING AN ANNUAL AD VALOREM TAX TO PAY SAID BONDS; PRESCRIBING THE FORM OF SAID BONDS; AWARDING THE SALE THEREOF; APPROVING THE OFFICIAL STATEMENT; ENACTING OTHER PROVISIONS RELATING TO THE SUBJECT; AND DECLARING AN
