(c) For preferred scenario map amendments, whether the amendment is <br /> consistent with the following policies of the Comprehensive Plan: <br /> (1) Is the request in an area suitable for development as shown on the <br /> Land Use Suitability Map? If not, what development constraints <br /> exist? <br /> (2) Is the request consistent with the any adopted Neighborhood <br /> Character Study for the area? <br /> (3) Is the request near existing parks and public utilities? <br /> (4) Based on the Travel Demand Model, is the request in an area with <br /> sufficient roadway capacity? <br /> SECTION 3. Section 1.5.1.5 is amended to read as follows: <br /> Section 1.5.1.5 Criteria for Approval <br /> (a) In making a determination regarding a requested zoning change,the Planning <br /> and Zoning Commission and the City Council may consider the following factors: <br /> (1) Whether the proposed zoning map amendment implements the policies of <br /> the plan elements in the adopted Comprehensive Plan,as follows,including <br /> the land use classification of the property on the Preferred Scenario Map. <br /> a. Is the request in an area suitable for development as show on the Land <br /> Use Suitability Map? If not, what development constraints exist? <br /> b. Is the request consistent with the any adopted Neighborhood Character <br /> Study for the area? <br /> c. Is the request near existing parks and public utilities? <br /> d. Based on the Travel Demand Model, is the request in an area with <br /> sufficient roadway capacity? <br /> (2) Whether the proposed zoning map amendment is consistent with a <br /> development agreement in effect; <br /> (3) Whether the uses permitted by the proposed change in zoning district <br /> classification and the standards applicable to such uses will be appropriate <br /> in the immediate area of the land to be reclassified; <br /> (4) Whether the proposed change is in accord with any existing or proposed plans <br /> for providing public schools,streets,water supply,sanitary sewers,and other <br />
