City Council Meeting Minutes July 5, 2017 <br />2. Consider adoption or direction to Staff on matters discussed in Executive Session. <br />Council reconvened into Open Session at 6:03 p.m. Council provided direction to <br />Staff in Executive Session. <br />PRESENTATIONS <br />3. Receive a presentation providing an update on roadway negotiations with Texas Department of <br />Transportation including Municipal Maintenance Agreement, Turn Back Program and Access <br />Management, and provide direction to Staff. <br />A motion was made by Mayor Pro -Tem Hughson, seconded by Council Member <br />Mihalkanin, that this Presentation be postponed. The motion carried by the <br />following vote: <br />For: 7 - Mayor Thomaides, Mayor Pro -Tem Hughson, Deputy Mayor Pro Tem Prewitt, Council <br />Member Mihalkanin, Council Member Gonzales, Council Member Gregson and <br />Council Member Derrick <br />Against <br />4. Review Fiscal Year 2017 approved Capital Improvement Projects as they relate to the upcoming <br />Fiscal Year 20117 bond sale and discuss the Fiscal Year 2018 Budget, and provide direction to <br />Staff. <br />Heather Hurlbert, provided the Council with a presentation regarding the 2017 <br />Capital Improvements Projects and the 2017 Bond Sale. She also provided the <br />projects that will be deferring until another fiscal year. Council provided <br />consensus with issuing the $300,000 for Library roof repairs within the 2017 debt <br />issuance. <br />Staff will be compiling the complete list of CIP recommendations, to include the <br />reprioritization of the Sunset Acres Drainage project, for the Council beginning of <br />next week. They will bring the City Manager's recommendation during the <br />Budget Workshops on July 24 and 26. <br />V. 30 Minute Citizen Comment Period <br />Seth Katz, addressed the Council and thanked them for their service. Spoke <br />about the dining with dogs ordinance. He stated that the intentions were good but <br />it is more restrictive than even cities like Austin. He feels that separate entrances <br />is unnecessary. He provided that if we went to something like Austin then it <br />would make it more available for other places in town. Only one establishment in <br />town has received this variance. Please help us by changing the ordinance. <br />City of San Marcos Page 2 <br />
