City Council Meeting Minutes July 5, 2017 <br />Roland Saucedo, asked that the Council deny items #14 and #15. He stated that <br />he provided the necessary petitions to invalidate the first petition that was <br />submitted. Mr. Saucedo also provided some information about the request <br />regarding the movement of the Sunset Acres Drainage Project in the CIP. He <br />would like the Council to reconsider reimbursements to the home owners that were <br />impacted by the April flash flooding in this neighborhood. <br />Sam Brannon, addressed the Council regarding the Hays County Elections results <br />from November 2016. He stated that he would recommend other options for <br />running your elections without Hays County. Mr. Brannon would make it a <br />requirement to use paper ballots and then to do a manual recount and audit <br />system. He asked that the direct the City Clerk to look into other options. <br />Laura Pressley, addressed the Council regarding the election results in Hays <br />County in November 2016. She explained that there is an official list of early <br />voting and that a tally computer then counts those ballots. Following the counting <br />the canvass report is produced. Ms. Pressley stated that upon review that the <br />three records do not match. She reported that the canvass and the tally sheet do <br />not much. She stated that Jennifer Anderson stated that nothing else had gone <br />wrong with the November 2016 election. Mr. Pressley stated that she disagreed <br />and provided information that she believes there were errors during early voting <br />in Precinct 4 because the reports showed 2044 more ballots cast than voters. She <br />stated that on Election Day the reports showed that almost 900 ballots were <br />missing. She stated that these reports don't add up. <br />James Keller, spoke about the election issue with Hays County. He wanted to <br />focus on the statistics that Dr. Pressley just provided. He stated that the Precinct <br />4 computer tabulation was counted but the reports showed that there were more <br />votes counted, but not cast. He stated that we do not know how these large <br />material failures occurred and that the County did not discover them. He hopes <br />that San Marcos will use this paper ballot requirement as a bargaining chip when <br />negotiated the Elections contracts. He stated that a paper ballot system was just <br />passed in Denton County. <br />Chris Rue, thanked the Council for their time and stated that he is confident that <br />the Kimley-Horn parking management study will greatly help with downtown <br />parking. Mr. Rue thanked the Fire Station downtown and multiple Police <br />Officers and Fire Fighters by name. He stated that 200 families are still in need of <br />help from the 2015 floods with repairing their homes. He asked for <br />City of San Marcos Page 3 <br />
