Task 3.2 Update Stormwater Technical Manual <br /> The City's Stormwater Technical Manual (STM), last updated in 2014, should be updated to be consistent <br /> with the CodeSMTX requirements and the effective Stormwater Management Plan. The SWMP is the key <br /> document that lays out how the City will meet the requirements of the 2013 Phase II NPDES permit. <br /> Integrated stormwater management is most effective when the development code, STM and LID manuals <br /> work in concert and do not create barriers or inconsistencies that result in confusion or outright resistance. <br /> As a result, the STM will be updated to seamlessly integrate the LID regulatory approach and technical <br /> practices. Tetra Tech has developed recommendations for performance standards for required SCM <br /> hydrologic and hydraulic performance. However, we do expect further discussion on the issue of designs <br /> storms once the CodeSMTX process is completed and LID Design Manual is unveiled to elected leaders, <br /> public stakeholders and the development community. <br /> It is the City's intent that the LID guidance be integrated into the STM, to provide clear, unambiguous <br /> design guidance for engineers and plan checkers that is fully consistent with applicable regulations. The <br /> STM update will need to accomplish several key objectives: <br /> 1. Remove redundancy within the STM for consistency with CodeSMTX. <br /> 2. Provide design guidance to meet the requirements of CodeSMTX and the comprehensive plan. <br /> 3. Provide technical design guidance for designers to integrate LID procedures within the STM <br /> framework. <br /> 4. Incorporate guidance to integrate LID into overall site stormwater management. <br /> Deliverables <br /> • Draft STM Design Manual for City review <br /> • Draft Final STM Design Manual with LID technical Appendix (incorporating City comments) <br /> Task 4: Prepare Manuals for Release to Public <br /> Once the City has provided comments on the Draft Final STM Design Manual in Task 3.2, Tetra Tech will <br /> work with City staff to finalize a list of changes to be made to the manuals and prepare the draft manual for <br /> release to the public. <br /> Task 5: InDesign Formatting of Manuals <br /> Tetra Tech will convert the Word formatted documents prepared in Task 4 to the InDesign style <br /> provided by San Marcos.This task is considered optional, pending San Marcos staff availability to self- <br /> perform. <br /> 15 <br />
