Mayor Moore introduced for consideration approval of three appointments to the Human Development Commission. Ms. Hughson moved to reappoint Carol Coughlin, Mayor Moore moved to appoint Doris Golgin, and Mr. Moseley moved to reappoint Sue Williams, which passed unanimously. Mayor Moore introduced for consideration approval of five appointments to the Downtown Parking Advisory Committee. Mr. Mihalkanin moved to appoint Lupe Carbajal (Downtown Association), Mayor Moore moved to appoint Leellen Brigman (SWTSU), and Mr. Cox moved to appoint Viola Stillman (Main Street Advisory Board) and Steven Flores (Hays County), which passed unanimously. The at-large position will be rescheduled at the next meeting. Mayor Moore introduced for consideration a public hearing and adoption of a Zoning Ordinance, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY ZONING THREE TRACTS OF PROPERTY TOTALING 123.52 ACRES, LOCATED IN THE 1500 AND 1600 BLOCKS OF CLOVIS BARKER DRIVE TO "LI" (LIGHT INDUSTRIAL DISTRICT), AND BY ZONING A 22.15 ACRE TRACT OF PROPERTY LOCATED IN THE 1600 BLOCK OF CLOVIS BARKER DRIVE TO "I" (INDUSTRIAL DISTRICT); INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Mayor Moore opened the public hearing and asked if anyone wished to speak. No one did, so Mayor Moore closed the public hearing. Mr. Doiron moved for adoption of the Zoning Ordinance and Ms. Hughson seconded the motion, which passed unanimously. Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1998-99 FISCAL YEAR TO PROVIDE FUNDING FOR THE UTILITY BILLING SYSTEM ENHANCEMENT PROJECT; AND DECLARING AN EMERGENCY. Mr. Hernandez moved for adoption of the Ordinance on emergency and Ms. Hughson seconded the motion, which passed unanimously.
