Johnnie Armstead stated there had been <br />previous discussion regarding establishing Dunbar as an historic <br />district and wanted that to still occur. Mayor Moore stated <br />these amendments to the Ordinance were necessary prior to <br />proceeding with that plan, and the Council indicated a <br />willingness for Dunbar to become an historic district. Hill <br />Rylander stated the Ordinance amendments needed to be in place <br />to pursue Dunbar and other areas. Mr. Doiron expressed concern <br />regarding the designation, and whether or not it was necessary <br />to be voluntary. Mr. Rylander stated we need to protect <br />properties over fifty years old, and it should be advantageous <br />to become an historic district. In response to Ms. Hughson, Mr. <br />Taylor advised the boundaries were previously designated by <br />Ordinance. Gwen Smith stated the Belvin and San Antonio Street <br />Districts were initiated by citizens, and residents on Hopkins <br />have expressed an interest. Lee Kenyon stated he lives on <br />Hopkins and does not want to be in a district. No one else <br />wished to speak, so Mayor Moore closed the public hearing. Mr. <br />Cox moved for approval of the Ordinance on first reading and to <br />amend Section 42.077(a) to "five" days, and in Section 42.077(f) <br />to delete the fee to appeal to the ZBOA, and Mr. Moseley <br />seconded the motion. Ms. Hughson moved to amend Section <br />42.077(a) to "ten" days and Mr. Doiron seconded the motion, <br />which passed unanimously. The Council then voted unanimously <br />for approval of the Ordinance on first reading. <br />Mayor Moore introduced for consideration reconsideration of a <br />Zoning Ordinance. S. Combs Addition, approval to change the Regular <br />City Council Meeting date from March 8, 1999 to March 1, 1999, <br />and approval of Change Order No. 2 for the Centerpoint <br />Transmission Main on consensus. The Council removed Items <br />9.B.(3), 9.B.(5), 9.B.(7), 9.B.(10), 9.B.(11), and 9.B.(12) to <br />be considered separately. Mr. Doiron moved for approval of the <br />minutes of the Regular Meeting held December 21, 1998, adoption <br />of the remaining six Resolutions, approval of payment in lieu of <br />taxes by the Housing Authority, approval of request to bid City <br />property (Lot 3A, Block 11, D S. Combs Addition), approval to <br />change the City Council Meeting date from March 8, 1999 to March <br />1, 1999 and approval of Change Order No. 2 for the Centerpoint <br />Transmission Main on consent and Ms. Hughson seconded the <br />motion, which passed unanimously.
