61. <br />Regular Meeting January 11, 1999 <br />Page 6 <br />will not exceed $136,000 without the advance written approval of <br />the City of San Marcos," and Mr. Moseley seconded the motion, <br />which passed unanimously. <br />Mayor Moore introduced for consideration Item 9.B.(11) removed <br />from the consent agenda, adoption of a Resolution, the caption <br />which was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING REVISED FLOOD MITIGATION ASSISTANCE <br />PROGRAM GUIDELINES; AND DECLARING AN EFFECTIVE DATE. <br />Mr. Moseley moved for adoption of the Resolution and Mr. <br />Hernandez seconded the motion. Council discussion ensued <br />regarding the guidelines for assistance. Use of CDBG funds has <br />to remain within their required guidelines. The Council is <br />interested in tying other funding sources available for <br />assistance programs to income guidelines rather than whether or <br />not a residence is in the floodplain. The Council voted <br />unanimously for adoption of the Resolution. <br />Mayor Moore introduced for consideration Item 9.B.(12) removed <br />from the consent agenda, adoption of a Resolution, the caption <br />which was read as follows: <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE RESOLUTION THAT ESTABLISHED A BOND <br />OVERSIGHT COMMITTEE IN CONNECTION WITH BONDS APPROVED IN <br />THE NOVEMBER 3, 1998 SPECIAL CITY ELECTION; AND DECLARING <br />AN EFFECTIVE DATE. <br />Mr. Doiron moved for adoption of the Resolution and Ms. Hughson <br />seconded the motion. Mr. Mihalkanin moved to amend the <br />Resolution in PART 1 for one member to represent the San Marcos <br />Council of Neighborhood Associations and one to represent the <br />Greenbelt Alliance of San Marcos, and for all members to be <br />residents of the City, and Ms. Hughson seconded the motion, <br />which passed unanimously. On roll call for adoption of the <br />Resolution the following vote was recorded: <br />AYE: Mihalkanin, Hughson, Doiron, Moore, Cox. <br />NAY: Moseley, Hernandez. <br />ABSTAIN: None. <br />Mayor Moore introduced for consideration approval of <br />appointments to the Development Ordinance Review Task Force. <br />Mr. Mihalkanin moved to appoint David Glover (Real <br />Estate/Development Community) and John Cooper (City) at large; <br />Ms. Hughson moved to appoint Sherwood Bishop (Environmental <br />Community) and Betsy Robertson (out of City limits) at large; <br />Mr. Doiron moved to appoint Jon Cradit (Environmental Community) <br />and Karim Aziz (City) at large; Mayor Moore moved to appoint <br />Carol Grimm (Neighborhood Association) and David Stea (City) at <br />large; Mr. Cox moved to appoint Ed Mihalkanin (City Council) and <br />Betty Starling (ETJ) at large; and Mr. Hernandez moved to <br />appoint Jane Hughson (City Council), which passed unanimously. <br />The remaining appointments by Mr. Moseley (Economic Development <br />Council and at large) and Mr. Hernandez (at large) will be <br />rescheduled.
