62. <br />Regular Meeting January 11, 1999 Page 7 <br />Mayor Moore introduced a discussion regarding the Browning- <br />Ferris Industries' (BFI) Solid Waste and Recyclable Materials <br />Contract. Linda Wright of BFI addressed a status regarding the <br />downtown containers. Kelly Franks and Ms. Wright inspected the <br />containers and ascertained six containers with problems. A <br />daily waste survey will be done on the downtown containers by an <br />SWT intern and will report what is in them when they are <br />overflowing. When the survey is completed, BFI will meet with <br />downtown representatives and the Main Street Advisory Board to <br />make recommendations. The survey will probably take <br />approximately one month. Ms. Wright discussed methods to <br />provide information to citizens regarding the days of bulky <br />pickup and listing what is recyclable. Ms. Hughson requested a <br />number also be provided where to call when items do not get <br />picked up. <br />Mayor Moore introduced the City Manager's Report. Mr. Gilley <br />had no report at this meeting. <br />Mayor Moore introduced the City Attorney's Report. Mr. Taylor <br />had no report at this meeting. <br />Mayor Moore introduced the City Council's Report. (1) Mr. <br />Doiron asked the Council if they were satisfied with food being <br />provided at 6:30 p.m. (2) Mayor Moore stated there are two <br />scheduled legislative meetings in Austin and New Braunfels, and <br />to let Sarah Alvarez know if they wanted to attend. (3) Mr. <br />Moseley stated Kenny Roland called Mr. Moseley about a meeting <br />in Burnet, and Mr. Moseley asked what the meeting is about. (4) <br />Ms. Hughson requested Staff ask TML if the Council was on the <br />mailing list for TML Region VII meetings. (5) Ms. Hughson <br />requested legislative issues be agendized for the Council to <br />take a stand. Mr. Gilley stated there was not a current list <br />but there were some issues regarding deregulation of electric <br />utilities. (6) Mr. Doiron requested an agenda item regarding a <br />regional meeting. (7) Mr. Moseley stated Martin Luther King Day <br />is January 18, and there are many activities in the community to <br />commemorate the occasion. (8) Mr. Doiron asked for the Council <br />to be provided a recap of George Brooks' comments. <br />Mayor Moore introduced an Executive Session pursuant to the <br />Government Code, Section 551.071, to discuss matters where the <br />City Attorney's ethical duty to the City clearly conflicts with <br />Government Code Chapter 551 (Development Incentive Proposal - <br />Airport Golf Course); Sections 551.072 and 551.073, to discuss <br />exchange of real property (Comanche Street well site); and value <br />of real property (Incubator Facilities). Mr. Moseley moved the <br />Council adjourn into Executive Session at 9:40 p.m. and Mr. <br />Mihalkanin seconded the motion, which passed unanimously. <br />Mr. Mihalkanin moved the Council reconvene at 11:05 p.m. and Mr. <br />Moseley seconded the motion, which passed unanimously. <br />The meeting adjourned at 11:07 p.m. on motion made by Mr. <br />Hernandez and seconded by Mr. Moseley. <br />Bill Moore <br />Mayor
