62. Regular Meeting January 11, 1999 Page 7 Mayor Moore introduced a discussion regarding the Browning- Ferris Industries' (BFI) Solid Waste and Recyclable Materials Contract. Linda Wright of BFI addressed a status regarding the downtown containers. Kelly Franks and Ms. Wright inspected the containers and ascertained six containers with problems. A daily waste survey will be done on the downtown containers by an SWT intern and will report what is in them when they are overflowing. When the survey is completed, BFI will meet with downtown representatives and the Main Street Advisory Board to make recommendations. The survey will probably take approximately one month. Ms. Wright discussed methods to provide information to citizens regarding the days of bulky pickup and listing what is recyclable. Ms. Hughson requested a number also be provided where to call when items do not get picked up. Mayor Moore introduced the City Manager's Report. Mr. Gilley had no report at this meeting. Mayor Moore introduced the City Attorney's Report. Mr. Taylor had no report at this meeting. Mayor Moore introduced the City Council's Report. (1) Mr. Doiron asked the Council if they were satisfied with food being provided at 6:30 p.m. (2) Mayor Moore stated there are two scheduled legislative meetings in Austin and New Braunfels, and to let Sarah Alvarez know if they wanted to attend. (3) Mr. Moseley stated Kenny Roland called Mr. Moseley about a meeting in Burnet, and Mr. Moseley asked what the meeting is about. (4) Ms. Hughson requested Staff ask TML if the Council was on the mailing list for TML Region VII meetings. (5) Ms. Hughson requested legislative issues be agendized for the Council to take a stand. Mr. Gilley stated there was not a current list but there were some issues regarding deregulation of electric utilities. (6) Mr. Doiron requested an agenda item regarding a regional meeting. (7) Mr. Moseley stated Martin Luther King Day is January 18, and there are many activities in the community to commemorate the occasion. (8) Mr. Doiron asked for the Council to be provided a recap of George Brooks' comments. Mayor Moore introduced an Executive Session pursuant to the Government Code, Section 551.071, to discuss matters where the City Attorney's ethical duty to the City clearly conflicts with Government Code Chapter 551 (Development Incentive Proposal - Airport Golf Course); Sections 551.072 and 551.073, to discuss exchange of real property (Comanche Street well site); and value of real property (Incubator Facilities). Mr. Moseley moved the Council adjourn into Executive Session at 9:40 p.m. and Mr. Mihalkanin seconded the motion, which passed unanimously. Mr. Mihalkanin moved the Council reconvene at 11:05 p.m. and Mr. Moseley seconded the motion, which passed unanimously. The meeting adjourned at 11:07 p.m. on motion made by Mr. Hernandez and seconded by Mr. Moseley. Bill Moore Mayor
