Addressing: A GIS greatly enhances the addressing functions required <br /> for 911 by providing a systematic and accessible means of determining <br /> and sharing address information. Since many city departments and <br /> outside agencies use addresses as an identifying "link" for information, <br /> the GIS becomes the means to share this information which reduces <br /> the staff time currently required to disseminate address information. <br />-~~ . Capital Improvement Program: Determination of capital improvement <br />; projects depends on many factors such as projected grovvth, <br /> maintenance information, master plan and study recommendations <br /> and citizen input. A GIS will allow all of these factors to be related to <br /> geographic areas to better identify and prioritize projects. <br /> City GIS Users Group <br /> In order to coordinate the projects listed above, a GIS Users Group was <br /> formed. This ad-hoc committee of employees is interested in establishing a <br /> GIS within the city and insuring that all departments coordinate their GIS <br /> endeavors. The group began monthly meetings in Decem~er 1995. The first <br /> meetings consisted of sharing knowledge, ideas and desires vvithin the various <br /> departments relating to a GIS. By July 1996 the group had completed a <br /> limited GIS Needs Assessment for each interested department, canvassed <br /> other cities 'on their implementation of a GIS, and coordinated a one day GIS <br /> workshop by the SvVSTU Geography Department. <br /> Today this group is endeavoring to implement a consolidated GIS vvithin this <br /> organization that is consistent, properly managed and cost effective. <br /> Mission Statement <br /> The mission of the GIS Strategic Plan is to facilitate informed & timely decisions <br /> through the implementation of a city-vvide Geographical Information System which <br /> '\vill increase the efficient use and dissemination of information maintained in <br /> different departments. <br /> Internal Strengths & Weaknesses <br /> Internal Strengths and Weaknesses are those forces vvithin the City of San Marcos <br /> which affect the GIS project. <br />
