Mayor Moore introduced for consideration a public hearing and approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCil.., OF THE CITY OF SAN MARCOS, TEXAS, AMENDING V ARIOUS PROVISIONS IN CHAPTER 94, ARTICLE 4 OF THE CITY CODE TO UPDATE AND CLARIFY THE SAN MARCOS RIVER CORRIDOR ORDINANCE; PROVIDING FOR PENALTIES; AND INCLUDING PROCEDURAL PROVISIONS. Mayor Moore opened the public hearing and asked if anyone wished to speak. There were no speakers so Mayor Moore closed the public hearing. Mr. Cox moved for approval of Ordinance on first reading and Mr. Moseley seconded the motion, which passed unanimously. Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCil.., OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1998-99 FISCAL YEAR TO PROVIDE FUNDING FOR THE AIRPORT MASTER PLAN UPDATE PROJECT AND DECLARING AN EMERGENCY. Mr. Doiron moved for adoption of the Ordinance on emergency and Ms. Hughson seconded the motion, which passed unanimously. Mayor Moore introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCil.., OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTIONS 74.088 AND 74.090 OF THE CITY CODE TO PROVIDE FOR APPROVAL OF STREET ABANDONMENTS BY THE CITY COUNCil.., BEFORE APPRAISALS ARE OBTAINED OF THE VALUE OF STREETS TO BE ABANDONED; AND INCLUDING PROCEDURAL PROVISIONS. Mr. Doiron moved for approval of the Ordinance on first reading and Mr. Moseley seconded the motion, which passed unanimously. Mayor Moore introduced for consideration approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCil.., OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE TRAFFIC REGISTER MAINTAINED UNDER SECTION 82.067 OF THE SAN MARCOS CITY CODE BY REPEALING ONE-WAY STREET DESIGNATIONS FOR PORTIONS OF GUADALUPE STREET, GROVE STREET AND LYNDON B. JOHNSON DRIVE; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Mr. Mihalkanin moved for approval of the Ordinance of first reading and Mr. Cox seconded the motion. Discussion ensued. Mr. Doiron moved to table the item until July of 2000 and Mr. Cox seconded the motion. Discussion ensued. On roll call the following vote was recorded: AYE: Cox, Mihalkanin, Doiron. NAY: Moseley, Hernandez, Hughson, Moore. ABSTAIN: None.
