ATTACHMENT A - SCOPE E Hopkins Street Pedestrian & Bike Improvements The City of San Marcos (City) would like to retain engineering services for E Hopkins Street Pedestrian and Bike improvements required to enhance pedestrian and cyclist safety. E Hopkins Street is a TxDOT roadway and requires TxDOT approval for design and construction phase services. The services for this project consist of preliminary engineering, final design, bid assistance and construction phase services for the pedestrian and cyclist improvements required along E Hopkins Street. The project extends from North CM Allen to Thorpe Lane along E Hopkins Street. The objective of this project is to provide a pedestrian and cyclist multi -use path on the north side of E Hopkins Street, provide two pedestrian crossings at (1) Riverside Drive and (2) City Hall/Library, widen Charles Austin Drive at E Hopkins Street to provide dual left turn lanes, provide illumination of E Hopkins Street and the proposed multi -use path, provide trees and landscaping along the multi -use path, and to remove street drainage over the top of existing Shared Use Path at the Hopkins/Thorpe intersection. The project will also consist of preliminary engineering of the following to be included if construction budget allows; replacement of sidewalk on south side of E Hopkins Street, provide traffic calming measure within project limits, recommendation for decorative street lighting, options for decorative features or artwork based upon the Corridor Beautification Master Plan, and a recommendation for a pedestrian crossing at the San Marcos river on the south side of E Hopkins Street. Information to be provided by the City The City will provide following information to the Engineer and/or perform following tasks related to the project: • Existing reports or data the City has on file concerning this project, including existing and forecasted traffic volumes. • Any available as -built plans for the intersection, roadways, signals, and pavement markings • Any available as -built plans for O/H and underground utilities within the project area • Any available parcel and/or topographic mapping information of the project area; any available survey information of the project area • Current or standard industry costs used by the City for unit pricing as well as cost estimates • Construction inspection and construction testing requirements including coordination and scope • Fees associated with approvals and/or permits from entities if approvals deemed necessary • Advertising for public meeting, venue for public meeting, and any other direct costs for public meeting (i.e., Court reporter or Spanish translator). • Public engagement and costs associated with bid advertisement • Electrical and voltage drop requirements for the illumination system (SMEU)
