ATTACHMENT A - SCOPE <br />E Hopkins Street Pedestrian & Bike Improvements <br />The City of San Marcos (City) would like to retain engineering services for E Hopkins Street <br />Pedestrian and Bike improvements required to enhance pedestrian and cyclist safety. E Hopkins <br />Street is a TxDOT roadway and requires TxDOT approval for design and construction phase <br />services. The services for this project consist of preliminary engineering, final design, bid <br />assistance and construction phase services for the pedestrian and cyclist improvements required <br />along E Hopkins Street. The project extends from North CM Allen to Thorpe Lane along E Hopkins <br />Street. <br />The objective of this project is to provide a pedestrian and cyclist multi -use path on the north side <br />of E Hopkins Street, provide two pedestrian crossings at (1) Riverside Drive and (2) City <br />Hall/Library, widen Charles Austin Drive at E Hopkins Street to provide dual left turn lanes, provide <br />illumination of E Hopkins Street and the proposed multi -use path, provide trees and landscaping <br />along the multi -use path, and to remove street drainage over the top of existing Shared Use Path <br />at the Hopkins/Thorpe intersection. The project will also consist of preliminary engineering of the <br />following to be included if construction budget allows; replacement of sidewalk on south side of E <br />Hopkins Street, provide traffic calming measure within project limits, recommendation for <br />decorative street lighting, options for decorative features or artwork based upon the Corridor <br />Beautification Master Plan, and a recommendation for a pedestrian crossing at the San Marcos <br />river on the south side of E Hopkins Street. <br />Information to be provided by the City <br />The City will provide following information to the Engineer and/or perform following tasks related <br />to the project: <br />• Existing reports or data the City has on file concerning this project, including existing and <br />forecasted traffic volumes. <br />• Any available as -built plans for the intersection, roadways, signals, and pavement <br />markings <br />• Any available as -built plans for O/H and underground utilities within the project area <br />• Any available parcel and/or topographic mapping information of the project area; any <br />available survey information of the project area <br />• Current or standard industry costs used by the City for unit pricing as well as cost <br />estimates <br />• Construction inspection and construction testing requirements including coordination and <br />scope <br />• Fees associated with approvals and/or permits from entities if approvals deemed <br />necessary <br />• Advertising for public meeting, venue for public meeting, and any other direct costs for <br />public meeting (i.e., Court reporter or Spanish translator). <br />• Public engagement and costs associated with bid advertisement <br />• Electrical and voltage drop requirements for the illumination system (SMEU) <br />
