Services to be performed by the Engineer <br />The Engineer shall provide the required engineering and technical services for preliminary design, <br />final design, bidding and construction phase services for E Hopkins Street Pedestrian and Bicycle <br />Improvements. The work shall be completed in accordance with the City of San Marcos, Federal <br />Highway Administration (FHWA), National Association of City Transportation Engineers <br />(NACTO), and TxDOT standard requirements where applicable. <br />1. Preliminary Engineering Phase Services (30%) <br />Data Collection <br />• The engineer will meet with the City staff to review scope of engineering services, <br />invoicing and schedule of services to be provided by the Engineer. <br />• Collect and review proposed CM Allen design plans and UPRR Pedestrian Chicane <br />design plans <br />• Collect and review available information including existing reports, traffic data, record <br />drawings, O/H and underground as -built utility plans and other pertinent information <br />• Collect and review available traffic projections <br />• Conduct field observation with the City Staff to identify and evaluate constraints during <br />preliminary design process <br />• Collect all front-end contract documents, standard specifications and details and any <br />other documents affecting project design and preparation of Plans and Specifications <br />• Obtain AM, Mid-day, and PM peak -period turning movement vehicular and pedestrian <br />traffic counts on a Thursday, Friday, Saturday at the following intersections. <br />o E Hopkins St / Riverside Dr. <br />o E Hopkins St / Library Dr. <br />o E Hopkins St / Charles Austin Dr. <br />• Obtain crash record data from the City at above-mentioned locations. <br />• Obtain existing traffic signal timing data at E Hopkins St / Charles Austin Dr. and E <br />Hopkins St / CM Allen Pkwy <br />• Obtain existing Synchro traffic models for E Hopkins St from the City, if available. <br />• Obtain details of existing street lighting along E Hopkins St including: <br />o Height of the pole <br />o Length of the luminaire arm <br />o Lamp wattage <br />o Photometrics of the lamp; manufacturer & model # of the lamp <br />o LED/Conventional lighting. <br />II. Topographic and ROW Survey <br />• The design will utilize existing survey information available for the project area, where <br />applicable. Existing information will be supplemented by the additional survey services <br />• Surveyor will perform GPS survey to establish horizontal and vertical control and <br />establish a benchmark for use as construction baseline <br />• Contact Texas 811 and request markings of underground utilities within the project <br />limits and field locate paint marks/pin flags <br />• Surveyor will collect spot elevations and grade breaks along the project route at <br />intervals conducive to precise DTM generation (no greater than 50 foot intervals). <br />
