Services to be performed by the Engineer
The Engineer shall provide the required engineering and technical services for preliminary design,
final design, bidding and construction phase services for E Hopkins Street Pedestrian and Bicycle
Improvements. The work shall be completed in accordance with the City of San Marcos, Federal
Highway Administration (FHWA), National Association of City Transportation Engineers
(NACTO), and TxDOT standard requirements where applicable.
1. Preliminary Engineering Phase Services (30%)
Data Collection
• The engineer will meet with the City staff to review scope of engineering services,
invoicing and schedule of services to be provided by the Engineer.
• Collect and review proposed CM Allen design plans and UPRR Pedestrian Chicane
design plans
• Collect and review available information including existing reports, traffic data, record
drawings, O/H and underground as -built utility plans and other pertinent information
• Collect and review available traffic projections
• Conduct field observation with the City Staff to identify and evaluate constraints during
preliminary design process
• Collect all front-end contract documents, standard specifications and details and any
other documents affecting project design and preparation of Plans and Specifications
• Obtain AM, Mid-day, and PM peak -period turning movement vehicular and pedestrian
traffic counts on a Thursday, Friday, Saturday at the following intersections.
o E Hopkins St / Riverside Dr.
o E Hopkins St / Library Dr.
o E Hopkins St / Charles Austin Dr.
• Obtain crash record data from the City at above-mentioned locations.
• Obtain existing traffic signal timing data at E Hopkins St / Charles Austin Dr. and E
Hopkins St / CM Allen Pkwy
• Obtain existing Synchro traffic models for E Hopkins St from the City, if available.
• Obtain details of existing street lighting along E Hopkins St including:
o Height of the pole
o Length of the luminaire arm
o Lamp wattage
o Photometrics of the lamp; manufacturer & model # of the lamp
o LED/Conventional lighting.
II. Topographic and ROW Survey
• The design will utilize existing survey information available for the project area, where
applicable. Existing information will be supplemented by the additional survey services
• Surveyor will perform GPS survey to establish horizontal and vertical control and
establish a benchmark for use as construction baseline
• Contact Texas 811 and request markings of underground utilities within the project
limits and field locate paint marks/pin flags
• Surveyor will collect spot elevations and grade breaks along the project route at
intervals conducive to precise DTM generation (no greater than 50 foot intervals).
