Flood Mitigation Strategies <br /> 2. Status at Texas Water Development Loan for acquisition of property over the Edwards <br /> Aquifer Recharge Zone <br /> 3. Prioritization of properties to be acquired for flood mitigation purposes <br /> Council Member Hughson annouced her recusal related to Item # 1. Section 3 only. <br /> Priortization of properties to be acquired for flood mitigation purposes and Item <br /> #3 Executive Session on the same topic. <br /> City Manager Bert Lumbreras provided a brief introduction into the workshop <br /> session. <br /> Laurie Moyer, Director of Engineering and CIP provided a brief introduction and <br /> background on this item which includes what has happened to get to this point in <br /> the process. In February 2017 the San Marcos River Foundation presented the <br /> request to Council for property acquisition and direction was provided to submit <br /> to the Texas Water Development Board (TWDB).In August 2017 TWDB invited <br /> the City to submit a loan application up to $4.4M with 30% loan forgiveness.
