City Council Meeting Minutes December 5, 2017 <br /> approved for loan application. <br /> Dr. Troy Dorman provided a presentation with additional information regarding <br /> flood mitigation and best practices. <br /> Mrs. Moyer spoke on the flood mitigation property prioritization process and <br /> outcomes. The Goal is to prioritize property acquisitions for flood mitigation.A <br /> parcel list was developed by City's Grant Coordinator: <br /> with an additonal 20 parcels included. The priortization matrix ranked these <br /> parcels. <br /> Council will take action on the loan application at the December 19,2017 Regular <br /> City Council meeting. <br /> EXECUTIVE SESSION <br /> 2. Executive Session in accordance with Section §551.072: Real Property - to receive an <br /> update and deliberate regarding the purchase of Certificate of Convenience and Necessity <br /> (CCN) and real property; and to receive an update and deliberate regarding the purchase <br /> of undeveloped property over the Edwards Aquifer Recharge Zone to mitigate nonpoint <br /> source pollution to the Edwards Aquifer and the San Marcos Springs and River. <br /> A motion was made by Mayor Pro Tem Prewitt, seconded by Council Member <br /> Mihalkanin to enter into Executive Session at 4:45 p.m. <br /> The motion carried by the following vote: <br /> For: 6- Mayor Pro Tern Prewitt, Council Member Gonzales, Deputy Mayor Pro Tern Gregson, <br /> Council Member Derrick, Mayor Thomaides and Mihalkanin <br /> Against: 0 <br /> Abstain: 1 - Council Member Hughson <br /> 3. Consider adoption or direction to Staff on matters discussed in Executive Session. <br /> Direction was provided to Staff regarding the purchase of undeveloped property <br /> over the Edwards Aquifer Recharge Zone. Council Member Hughson recused <br /> herself from discussion on this item. <br /> A motion was made by Mayor Thomaides, seconded by Deputy Mayor Pro Tem <br /> Gregson to authorize staff to prepare and execute documents to acquire the <br /> Certificate of Convenience and Necessity (CCN) customer base, assets and real <br /> property of Crystal Clear Special Utility District within the Willow Creek area at a <br /> price of$1,144,680 <br /> City of San Marcos Page 2 <br />
