Mr. Hernandez moved for adoption of the Zoning Ordinance and Ms. Hughson seconded the motion, which passed unanimously (Ms. Hughson not present to vote on this item). Mayor Moore introduced for consideration a public hearing and adoption of a Zoning Ordinance, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING LOTS 6,7 AND 8 OF BLOCK 5 OF THE VICTORY GARDENS SUBDIVISION, SECTION ONE LOCATED AT 215 ROOSEVELT STREET FROM "M" SINGLE-FAMILY, DUPLEX AND NEIGHBORHOOD BUSINESS DISTRICT AND "R-1" SINGLE-FAMILY DWELLING DISTRICT (LOW DENSITY); INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Mayor Moore opened the public hearing and asked if anyone wished to speak. There were no speakers, so Mayor Moore closed the public hearing. Mayor Moore introduced for consideration a public hearing and approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, INCREASING WATER RATES ESTABLISHED UNDER SECTION 86.231 OF THE SAN MARCOS CITY CODE; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Mayor Moore opened the public hearing and asked if anyone wished to speak. There were no speakers, so Mayor Moore closed the public hearing. Mr. Doiron moved for approval of the Ordinance on first reading and Mr. Cox seconded the motion, which passed unanimously. Mayor Moore introduced for consideration adoption of an Ordinance on emergency, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1998-99 FISCAL YEAR TO PROVIDE FUNDING FOR THE GREATER SAN MARCOS YOUTH SUMMIT AND DECLARING AN EMERGENCY. Mr. Doiron moved for adoption of the Ordinance on emergency and Mr. Cox seconded the motion. Mr. Doiron moved to amend the Ordinance to add an additional $1,000.00 and Mr. Cox seconded the motion. On roll call the following vote was recorded: AYE: Doiron, Moore, Moseley, Cox, Hernandez, Mihalkanin. NAY: Hughson. ABSTAIN: None.
