EXHIBIT 1 <br />Scope of Services <br />Blanco Riverine Flood Mitigation Project <br />Task 1: Project Administration/General <br />1. Compliance with TWDB, CDBG-DR and City — required forms, monthly billing, etc <br />2. Monthly project meetings - In person or web based. Kickoff meeting and meetings in preparation <br />for public meetings will be counted towards monthly meeting. <br />3. Management of Environmental Tasks <br />4. Internal Quality Assurance / Quality Control (QA/QC) Review of Deliverables <br />+ 'Cask 1 Deliverables: <br />1. monthly progress reports, <br />R. TWDB / CDBG-DR reporting forms as required <br />'Cask 2: Preliminary Engineering Phase 1— Alternatives Analysis, Recommendation of Short Project and <br />Identification of Long Term Strategies <br />1. Three coordination meetings with landowners and/or regulatory agencies (USACE, TWDB) <br />Includes preparation of meeting minutes. <br />2. Consolidate all previously analyzed alternatives (AECOM, Halff, USACE) and develop comparison <br />matrix for short term and long-term project evaluation. Matrix will be based upon Project Ranking <br />Matrix from Feasibility Report. Prepare exhibits of concept plans to be used for initial listening <br />meeting and property owner meeting. <br />3. Conduct Public Listening meeting with exhibits of concept plans. Objective is to listen to concerns <br />prior to evaluation of flood reduction alternatives. Prepare summary of comments received at <br />meeting. <br />4. Evaluate potential Flood Reduction Alternatives: <br />o Structure inventory: Use previously developed USACE data for structures inundated in the <br />Blanco Gardens area by the 4%, 2%, 1%, and 0.2% frequency events. Inundation will be <br />determined by comparing first floor elevation data from the City of San Marcos to <br />updated model results of alternatives. Use appraisal data from the County to determine <br />appraised value of structures inundated. <br />o Structural Alternatives (Short Term): Conduct detailed hydraulic evaluation of four (4) <br />short term alternatives using existing models including: mitigation berm, diversion <br />channel, Blanco channel excavation, channel clearing, etc. Alternatives will be analyzed <br />using updated 2D models to determine extent of downstream impacts, if any, along the <br />Blanco and San Marcos Rivers. <br />■ Conceptual flood walls will be accomplished as detailed in the attached proposal <br />from Aguirre -Fields, LP <br />o Structural Alternatives (Long Term) Refine hydraulic evaluation of two (2) long term <br />strategies identified in USACE TRIS Alternative Development for Blanco and San Marcos <br />Rivers Confluence. The long term strategies will be evaluated in combination with the <br />viable short term alternatives. <br />o Environmental Constraints: Conduct desktop/GIS level investigation to determine <br />potential environmental constraints and impacts. Identify potential environmental <br />permits and requirements of TWDB and HUD. <br />■ Cultural Resource Constraints analysis will be provided by Cox -McLain <br />Environmental Consulting as detailed in Task 2 of their attached proposal. <br />
