Regular Meeting January 15, 2008 Page 7 <br />Mr. Jones stated he supports reviewing the commercial issues. He asked to <br />receive options for figures to have recycling at apartments and other <br />businesses. Mayor Narvaiz stated the City is getting close to the <br />expiration date on the current contract for residential solid waste. She <br />stated Council will need to come up with an interim agreement if a <br />consensus can't be reached. She also stated the City is on a tight time <br />frame. Ms. Jamison stated if Staff needs to provide a program for <br />recycling, then the participants that are interested would need to be <br />located and that would take time to research. Mr. Thomaides stated he is <br />willing to look at the cost and wait on moving forward until Council has a <br />full set of figures. He stated he would also like Staff to find a way for <br />citizens to provide input. Mr. Guerrero stated other vehicles would be <br />required to pick up recycle. He stated his concern was with having more <br />vehicles on the road. Mayor Narvaiz stated more vehicles would be required <br />unless the City went to once a week pick up. Rick Fraumann stated several <br />recycling materials require additional vehicles; corrugated boxes, bulky <br />and commercial all require a different vehicle. He stated if the City <br />requires twice a week service then there is a need to add another trash <br />truck and if the residential service continues to grow then another truck <br />would also be needed. He stated if Council goes to once a week, then TDS <br />would be able to handle the service with the current amount of trucks. The <br />Council agreed by consensus to receive more information regarding <br />recycling. Mr. Thomaides inquired to whether the City can legally require <br />apartment complexes to use a single vendor for recycling when commercial <br />businesses are offered a choice of multiple vendors. Mr. Cosentino stated <br />he would need to review the Charter and get back to the Council. The <br />Council agreed by consensus to have Staff provide figures for recycling in <br />apartment complexes, alternate locations for recycling, maintenance of <br />dumpsters, education for recycling and menu options that calculates the <br />number of trucks. Mayor Narvaiz inquired to whether the Council wants to <br />look at the residential and commercial figures together; to see the <br />advantages or disadvantages and then give final direction the Council wants <br />to go. Ms. Porterfield stated she supports reviewing this together as long <br />as it does not jeopardize the trash contract. The Council also provided <br />direction to see a proposal for a single commercial provider and to include <br />proposals for multi family recycling receptacles. <br />Mayor Narvaiz introduced a discussion and set date for Visioning Workshop <br />and direction to Staff. Mayor Narvaiz stated this year the Visioning <br />Workshop will be conducted by a Consulting group; who will be providing a <br />questionnaire to each Council Member. She stated the facilitator will have <br />seven sessions with the community in different locations in the City. She <br />stated each Council Member will be asked to help do a welcome and then leave <br />so citizens can speak directly to facilitator without council members. She <br />stated then the information will be complied and provide to the Council <br />during their Visioning session, which will used for teambuilding and long <br />and short term goals. The Council agreed by consensus to hold the Visioning <br />Workshop on Saturday, March 15, 2008 at 8:30 a.m. <br />
