Regular Meeting January 15, 2008 Page 6 <br />County Park Board approves this project. He also stated this is a transfer <br />of funds from the County to the City for the City to manage. Mayor Narvaiz <br />stated this project will be discussed at Commissioners' Court on Wednesday, <br />January 16, 2008. She stated there are three Commissioners in support of <br />the project, which is a majority. She stated the County is scoring this <br />project and they will make a decision based on the scores. The Council <br />provided direction to continue working with the County and progress based <br />on the County's outcome. <br />Mayor Narvaiz introduced a discussion regarding new residential solid waste <br />collection and disposal contract with Texas Disposal System and direction <br />to Staff. Ms. Jamison stated the Council was provided prices from TDS, <br />which are confidential. Mayor Narvaiz stated tonight Council needs to <br />provide directions regarding three issues; 1) move forward with current <br />provider, or 2) once or twice a week pickup, or 3) go out for a Request <br />For Proposal. She encouraged the Council to not reveal prices from TDS in <br />case the City goes out for competitive bids. Ms. Couch inquired to whether <br />there would be an extra cost for an additional container if the Council <br />goes to once a week pickup. Ryan Beard, Texas Disposal System, stated <br />there would not be an additional cost for an additional container. He <br />stated there could be an option for a container or bags with no limit. Ms. <br />Porterfield inquired to recycling options for materials that are not picked <br />up. Mr. Beard stated the City will have additional option possibilities <br />when the City of Austin goes to a single material recovery facility. He <br />stated this will allow San Marcos the ability to collect a lot more at the <br />curb. He stated City of Austin has a new proposal for no waste by 2040, <br />which will also benefit San Marcos. Ms. Porterfield inquired to whether <br />there were options to making recycling more convenient for people. Ralph <br />Wuellar, TDS, stated the City of San Marcos currently contracts with Green <br />Guy, who collects many materials and has a facility that will do that. Ms. <br />Porterfield stated she feels Green Guys' location is inconvenient. She <br />stated she would like to have alternative recycling locations. Mr. Wuellar <br />stated he would be willing to work with the City regarding this issue. Ms. <br />Jamison stated Staff will be bringing a recycling contract to Council at a <br />future Council Meeting. She stated Council will need to discuss continuing <br />the current recycling contract or moving forward with an RFP. Mr. <br />Thomaides stated he would like to see a menu of options from TDS regarding <br />recycling and recycling at apartment complexes. Ms. Jamison stated the <br />options regarding recycling was proposed with commercial. She stated when <br />Council provided direction regarding commercial issues, then TDS was unable <br />to provide that service. Mayor Narvaiz stated she remembers that if <br />Council went with a sole provider for commercial, there were other things <br />that could be incorporated; when Council decided to focus on residential <br />then the recycling was removed. Mr. Beard stated he would provide a cost <br />structure for recycling to Staff. He stated when Council removed <br />commercial discussion then the recycling was removed. Mr. Jones inquired <br />if Council agreed to recycling would there be separate recycling containers <br />and would other trucks be going to the same places. Mr. Beard stated yes <br />there would be a separate container for recycling and an additional truck. <br />
