Mr. Mihalkanin introduced for consideration approval of three appointments to the Planning and Zoning Commission (appointments to be made in August and term to begin in November). Mr. Mihalkanin moved to reappoint Gilbert Natal (City) and appoint Jon Cradit (ETJ), Ms. Hughson moved to reappoint John Wade (with the provision allowed by Sec. 2.068(d) of the Code of Ordinances), Mr. Moseley moved to appoint Chris North (City), Mr. Cox moved to appoint Betty Starling (ETJ) and Mr. Hernandez moved to appoint Lydia Marie Trevino (City). The Council will make one appointment who resides in the City, one appointment can live in the City or ETJ and one appointment from the ETJ. On roll call for two City residents, the following vote was recorded: NATAL: Mihalkanin, Hughson, TREVINO: Cox, Hernandez. WADE: Hughson. NORTH: Mihalkanin, Doiron, Doiron, Moseley, Cox, Hernandez. Moseley. On roll call for one ETJ representative, the following vote was recorded: CRADIT: Mihalkanin, Hughson, Doiron. STARLING: Moseley, Cox, Hernandez. On a second roll call for the appointment of another City resident, the following vote was recorded: TREVINO: Cox, Hernandez. NORTH: Mihalkanin, Hughson, Doiron, Moseley. Gilbert Natal (City) was reappointed and Chris North (City) was appointed. The ETJ representative will be considered at the next meeting. Mr. Mihalkanin introduced a public hearing regarding an Annexation Ordinance, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 121.74 ACRES, MORE OR LESS, LOCATED ADJACENT TO THE 5200 BLOCK OF INTERSTATE HIGHWAY 35 SOUTH, EXTENDING SOUTHEAST TO AND ALONG FRANCIS HARRIS LANE TO THE HAYS ENERGY LIMITED PARTNERSHIP POWER PLANT SITE; APPROVING A SERVICE PLAN FOR THIS TRACT; PROVIDING FOR PUBLICATION AND DECLARING AN EMERGENCY. Mr. Mihalkanin opened the public hearing and asked if anyone wished to speak. No one did, so Mr. Mihalkanin closed the public hearing. Mr. Mihalkanin introduced for consideration a public hearing and approval of an Ordinance on first reading, the caption which was read as follows: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, AMENDING SECTION 102.029 OF THE CITY CODE BY ADOPTING THE SECTOR SIX PLAN; INCLUDING PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. Mr. Mihalkanin opened the public hearing and asked if anyone wished to speak. Mr. Patterson advised the Council Sector Six is in Northeast San Marcos and is generally bound by the San Marcos Technology Park on the North, the San Marcos Municipal Airport on the East, the San Marcos River on the South and IH35 on the West and encompasses the Blanco Gardens, Two Rivers East and the Fairlawn
