It will be a <br />preferred growth area for apartments with some commercial <br />development along the Interstate and some medium density along the <br />river. No one wished to speak, so Mr. Mihalkanin closed the public <br />hearing. Mr. Doiron moved for approval of the Ordinance on first <br />reading and Mr. Moseley seconded the motion, which passed <br />unanimously. <br />Mr. Mihalkanin introduced for consideration adoption of an Ordinance <br />on emergency, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, AMENDING THE CITY BUDGET ORDINANCE FOR THE 1998-99 <br />FISCAL YEAR TO PROVIDE FUNDING FOR THE CONFEDERATE AIR FORCE <br />AIR SHOW AND DECLARING AN EMERGENCY. <br />Mr. Hernandez moved to deny the Ordinance on emergency and Mr. <br />Moseley seconded the motion. Mr. Hernandez stated a better funding <br />source would be CVB, and Ms. Hughson stated she would approve a <br />lesser amount. On roll call the following vote was recorded: <br />AYE: Mihalkanin, Moseley, Hernandez. <br />NAY: Hughson, Doiron, Cox. <br />ABSTAIN: None. <br />The motion failed. Mr. Mihalkanin moved to reconsider the Ordinance <br />and Mr. Doiron seconded the motion. On roll call the following vote <br />was recorded: <br />AYE: Mihalkanin, Hughson, Doiron, Cox. <br />NAY: Moseley, Hernandez. <br />ABSTAIN: None. <br />Mr. Doiron moved to adopt and amend the amount to $12,000 instead of <br />$24,000 and Ms. Hughson seconded the motion. Ms. Hughson then moved <br />to table this matter until later in the meeting (See Page 8) to have <br />Staff look at other funding sources and Mr. Doiron seconded the <br />motion. On roll call the following vote was recorded: <br />AYE: Mihalkanin, Hughson, Doiron, Moseley, Cox. <br />NAY: Hernandez. <br />ABSTAIN: None. <br />Mr. Mihalkanin introduced for consideration approval of an Ordinance <br />on first reading, the caption which was read as follows: <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, <br />TEXAS, APPROVING THE CREATION OF A NEW DEPARTMENT OF WATER AND <br />WASTEWATER AMENDING REFERENCES IN THE CITY CODE RELATED TO THE <br />DIRECTOR OF PUBLIC WORKS; INCLUDING PROCEDURAL PROVISIONS; AND <br />PROVIDING FOR PENALTIES. <br />Mr. Hernandez moved for approval of the Ordinance on first reading <br />and Mr. Cox seconded the motion, which passed unanimously. <br />Mr. Mihalkanin introduced for consideration reconsideration of a <br />Zoning Ordinance. The Council did not wish to reconsider this <br />Ordinance. The caption reads as follows:
