With a combination of FEMA and <br />the City funds, there may be help available. Staff has inspected <br />flooded homes and identified homes that could be purchased totalling <br />$200,000. Ms. Hughson moved to temporarily table this matter for <br />wording to be drafted and Mr. Doiron seconded the motion, which <br />passed unanimously. Mr. Doiron moved to remove this matter from the <br />table and to amend as provided by the City Attorney Part 2 and Part <br />3 and to remove Category 5 from the applications and Mr. Moseley <br />seconded the motion, which passed unanimously. The Council then <br />voted unanimously for adoption of the Resolution. <br />Ms. Hughson then moved to remove Item 7 from the table, adoption of <br />ordinance on emergency regarding a budget amendment to provide <br />funding for the Confederate Air Force Air Show, and Mr. Doiron <br />seconded the motion, which passed unanimously. Mr. Doiron then <br />moved to adopt the ordinance on emergency and amend the funding <br />amount to $12,000 from the City Council Economic Development line <br />item and Ms. Hughson seconded the motion. It was <br />consensus of Council to set the meeting time at 7:00 p.m. <br />The Council wants to reschedule the discussion on the highlights of <br />the 1999 Texas Legislature for the next meeting. <br />Mr. Mihalkanin introduced a discussion regarding the Historic <br />Preservation Commission ordinance qualifications for membership. <br />One of the seven positions on the Commission "shall be a property <br />owner or business owner within the Downtown historic district". Mr. <br />Mihalkanin expressed interest in expanding the requirement to allow <br />a resident of downtown to also be considered for this position. It <br />was consensus of Council to have the Historic Preservation <br />Commission consider this and provide the Council with a <br />recommendation. <br />Mr. Mihalkanin introduced the City Manager's Report. Mr. Gilley had <br />no report at this meeting. <br />The City Attorney did not present a report at this meeting. <br />Mr. Mihalkanin introduced the City Council's Report. (1) Mr. <br />Moseley stated the Census 2000 would be meeting tomorrow and he <br />would report to the Council at the next meeting. (2) Mr. Cox <br />inquired to the time of the Tuesday, September 7, 1999 Meeting, and <br />it was consensus to schedule that meeting at 7:00 p.m. (3) Mr. <br />Mihalkanin stated he had asked for quarterly budget reports at the <br />last meeting and wanted to know if other Council Members were <br />interested in receiving these.
