Systemwide Land Use Assumptions for the Implementation of Impact Fees <br /> Summary & Findings <br /> Summary <br /> The data used to compile these Land Use Assumptions was obtained from the US Census Bureau,the City of San <br /> Marcos Planning & Development Services Department,the City of San Marcos Comprehensive Plan and <br /> assumptions made regarding known and anticipated development.The ten-year growth projections were <br /> calculated based upon historical trends in population growth, coordination with the State Demographer and <br /> anticipated development projects within the City's service areas.Total build out scenarios were based upon <br /> existing,similar development patterns. <br /> Findings <br /> The land use assumptions discussed in this report may be summarized as follows: <br /> • Water Service Area Findings <br /> o The water impact fee service area contains approximately 62,354 acres of land. <br /> o Approximately 24,172 acres,or 38.8%, of the service area is developed. <br /> o The current population estimate for the water service area is 67,468. <br /> o Using the conservative, 1.78% growth rate,established with the Comprehensive Plan,the ten-year <br /> population projection for the water service area is 80,486 persons. <br /> o The total build out population for the water impact fee service area is 173,885. <br /> • Waste Water Service Area Findings <br /> o The waste water impact fee service area contains approximately 112,306 acres of land. <br /> o Approximately 26,989 acres,or 24.0%,of the service area is developed. <br /> o The current population estimate for the water service area is 75,330. <br /> o Using the conservative, 1.78%growth rate,established with the Comprehensive Plan,the ten-year <br /> population projection for the water service area is 89,865 persons. <br /> o The total build out population for the water impact fee service area is 313,875. <br /> Page 11 <br />
