b. Tob creation and economic base development for the citizens <br /> of the city by the utility district. <br /> c. Improving the city's ability to participate in providing <br /> adequate and safe utilities to the utility district and <br /> elsewhere. <br /> d. The utility district development's conformance to the City's <br /> comprehensive plan and master plan(s). <br /> e. The economic viability of the utility district shown in the <br /> same manner as required by the state. <br /> f. The costs of utilities to users of the utility district's facilities <br /> related to the cost of utilities for users of the city's utilities. <br /> The rates or taxes used to pay the costs of the city's facilities <br /> shall be compared to the rates or taxes used to pay the costs <br /> of the utility district's facilities if the latter were built. <br /> (18) Application(s) and fee(s) for any necessary development <br /> applications city master plan amendments, if necessary. <br /> SECTION 16. Sections 74.001 and 74.002 of the San Marcos City Code are hereby <br /> amended as set forth below. <br /> Sec. 74.001. Removal of earth,stones or other material. <br /> It is unlawful for any person to remove any earth, stone or other material <br /> from any sidewalk, street, alley or public ground in the city without the permission <br /> of the director of public works services. <br /> Sec. 74.002. Complete Streets Policy. <br /> (a) Adopted The city council hereby adopts a policy for the <br /> development of Complete Streets (hereinafter, the "Complete Streets Policy") as <br /> set forth below. <br /> (b) Review and Compliance. All relevant departments, boards, and <br /> commissions shall make this Complete Streets Policy an integral part of their <br /> planning and programming by reviewing plans, guides, regulations, and standard <br /> details to comply with this section. <br /> (c) Exemptions. This section shall not apply to the following: <br /> (1) Streets and rights-of-way where pedestrian or non-motorized <br /> vehicle use is prohibited, such as interstate freeways; <br />
