(2) When there is a documented absence of current or future need for a <br /> Complete Street;or <br /> (3) Street maintenance projects (example: mill and overlay, slurry seal <br /> overlay and restriping)• <br /> (4) Overhead and underground electrical projects <br /> (5) Projects that only contain drainage, water and/or wastewater <br /> improvements; or <br /> (36) When the accommodation is excessively disproportionate to the <br /> need, probable use or cost of a proposed new, reconstructed, or <br /> maintenance street project. <br /> fd) A determination that one or more of the above exemptions applies <br /> shall require the joint written concurrence of the director of public services, director <br /> of engineering and the director of planning and development services. Further <br /> exemptions, as appropriate, may be established by ordinance in conjunction with <br /> the development of specific street standards. The following types of projects are <br /> not exempt from complete streets and will require documentation from the <br /> Directors stating their concurrence when complete streets components are <br /> excluded. <br /> (1) Projects that contain full depth street reconstruction; or <br /> (2) Projects that contain sidewalk improvements. <br /> (de) Implementation. <br /> (1) Design. The city's Land Development Code and other development <br /> ordinances, Transportation Master Plan, Thoroughfare Plan, <br /> Technical Construction Standards and Specifications (TCSS) <br /> Manual and any successor ordinances or standards, as applicable <br /> shall develop specific design recommendations that implement this <br /> section. The city shall incorporate best practices for design as <br /> presented by agencies such as the American Association of State <br /> Highway and Transportation Organizations (AASHTO), National <br /> Association of City Transportation Officials (NACTO), United <br /> States Department of Transportation (USDOT), Federal Highway <br /> Administration (FHWA), Association of Metropolitan Planning <br /> Organizations (AMPO), Institute of Transportation Engineers <br /> (ITE), Transportation Research Board, Texas Department of <br /> Transportation (TxDOT), Capital Area Metropolitan Planning <br />
