The city shall coordinate with the Texas <br /> Department of Transportation, Capital Area Metropolitan Planning <br /> Organization, Texas State University, flays, Caldwell, Comal, and <br /> Guadalupe Counties to establish comprehensive Complete Street <br /> standards. <br /> (3) Context sensitive solutions. Complete Streets shall be designed to <br /> complement the surrounding public and private realm by <br /> preserving scenic, historic and environmental resources. Context <br /> will determine appropriate modes and design on a project by <br /> project basis. <br /> (4) Performance measures. The Transportation Master Plan and other <br /> applicable sources shall identify performance measures and <br /> procedures to track implementation of this section. <br /> SECTION 17. Section 74.027(b) is hereby amended as set forth below. <br /> (b) Temporary street closures are allowed for purposes including, but <br /> not limited to, the following: <br /> (1) For the filming of feature length movies, commercials, television <br /> or internet shows and programs, music videos, corporate films and <br /> similar audio and video productions; <br /> (2) When the chief building official, the city engineer or executive <br /> director of public services determines that the closure is necessary <br /> to facilitate the safe and orderly construction, remodeling, <br /> renovation, repair, maintenance, removal or demolition of <br /> structures or improvements or installation or removal of <br /> landscaping materials, trees and vegetation on adjacent property <br /> (If the work to be completed involves construction in the right-of- <br /> way, a Right-of-Way must also be obtained); or <br /> (3) In connection with a special event approved under Chapter 19 of <br /> this Code. <br /> SECTION 18. Section 74.028 of the San Marcos City Code is hereby deleted in its entirety <br /> and added as a reserved section as set forth below. <br />
