The <br /> covers shall be set flush with the surface of the <br /> sidewalk and securely bolted, fastened or so <br /> constructed that they cannot slip, shift or lose <br /> alignment with the surface of the sidewalk. <br /> Downspouts shall not drain across the surface of <br /> sidewalks or pedestrian ways. <br /> (4) Sidewalk ramps. Sidewalks constructed to the requirements in this <br /> section shall include a standard sidewalk pedestrian ramp whenever <br /> a curb return or other structure may present an architectural barrier <br /> to handicapped access within a pedestrian path or at street/sidewalk <br /> intersections. <br /> (5) Where there is a conflict between this section and the provisions of <br /> the Development Code, the provisions of the Development Code <br /> shall govern. <br /> SECTION 27. Section 82.185 of the San Marcos City Code is hereby amended as set <br /> forth below. <br /> Sec. 82.184. Parking prohibited on front and side yards. <br /> It is unlawful for a person to park or allow to remain parked a motor vehicle, <br /> large motor vehicle, farm equipment, construction vehicle, boat, personal <br /> watercraft or trailer of any kind at any time in the side or front yard, in any single- <br /> family residential zoning district. <br /> Sec. 82.185. Exceptions. <br /> (a) It an exception to the prohibition in section 82.184 if all wheels of <br /> the motor vehicle, large motor vehicle, travel trailer, boat or personal watercraft <br /> parked in the front yard are ori a permanently maintained parking area extending <br /> from the curb, street, or alley in a contiguous course, and constructed of materials <br /> permitted under the Development Coder, <br /> (1) Gravel with barriers or permanent curbing to define the driveway; <br /> (3) Concrete; <br /> (3) Brick; or <br /> (1) Asphalt. <br /> (b) The gravel, concrete, brick or asphalt parking area referred to in <br /> subsection (a) shall be no greater than the area permitted under the Development <br />
