whether the water or wastewater line or property are is-within or outside the city <br /> limits. <br /> Director means the director of the planning and development services <br /> department, or the director's authorized representative. <br /> Fair notice of the project and the nature of the development to be served by <br /> the utility service, utility connection or utility extension means a written description <br /> of the development, accompanied by sufficient written information for the director <br /> to determine all of the following: <br /> (1) The site of the proposed development, including its physical <br /> location and size; <br /> (2) The nature of the proposed development, in sufficient detail to be <br /> able to: <br /> a. Determine the physical characteristics of the development <br /> (e.g., fill or excavation, building construction, public <br /> infrastructure installation or improvement); <br /> b. Determine the nature and extent of public facilities or <br /> infrastructure, if any, that would be associated with or <br /> impacted by the development; <br /> c. Confirm that the proposed development requires a decision, <br /> permit or approval by the city under the Land Development <br /> Code before the development is initiated;and <br /> d. Confirm the manner in which the proposed development <br /> contributes to completion of the project for which the <br /> decision, permit or approval is sought, if the development is <br /> part of a larger project; and <br /> e. Confirm the specific type of decision,permit or approval that <br /> is required by the city for the development under the Land <br /> Development Code before the development is initiated. <br /> The director shall presume that an application provides "fair notice of the project <br /> and the nature of the development to be served by the utility service, utility <br /> connection or utility extension" if the application is submitted on the proper <br /> application form promulgated by the city, is accompanied by all required <br /> attachments, and reasonably appears to be complete. <br /> Project means a development that requires a decision, permit or approval <br /> by the city under the Land Development Code before it is initiated. <br />
