(9) The location of all wastewater improvements and the boundary lines <br /> for special districts, private systems and certified areas, indicating <br /> all improvements proposed to be served, shall be shown on the <br /> construction plans. The cost of installing all wastewater <br /> improvements to be made by the developer, including off-site <br /> improvements, shall be included in the performance guarantees <br /> furnished by the developer. <br /> (10) Installation,operations, and maintenance of utilities not specifically <br /> referenced herein shall comply with regulations of the TCEQ, and <br /> with any other applicable state rules and regulations, whichever is <br /> more stringent. <br /> (b) For wastewater extensions, the following requirements apply in <br /> addition to the requirements of subsection (a): <br /> (1) The depth must be sufficient to develop the city's wastewater system <br /> in conformance with the city's construction design and materials <br /> standards and the provisions of the city master plan. <br /> (2) Any lift station required will be financed as follows: <br /> a. The developer must pay the total cost for a system of <br /> sufficient capacity for the applicant's proposed use. <br /> b. If the city determines that additional capacity is necessary, <br /> the city will pay the difference between the engineer's <br /> approved estimate of the cost to install a system sufficient <br /> for the applicant's proposed use and the actual cost of the <br /> system required by the city, subject to the limits and <br /> requirements of V.T.C.A., Local Government Code, § <br /> 212.072. Payment from the city will be due only after the <br /> improvements are dedicated to and accepted by the city. <br /> (3) Manholes, cleanouts, odor control facilities and other required <br /> appurtenances, equipment, appliances or improvements will be the <br /> responsibility of and paid for by the applicant, subject to city <br /> oversizing participation if applicable. <br /> (4) Pipe stub-outs shall be located in manholes to facilitate the future <br /> extension of wastewater lines. The Director of Engineering will <br /> determine the location and size of stub-outs. <br /> (c) Extensions of the city wastewater system will be made only if the <br /> customer is purchasing city water, unless a variance from this requirement is <br /> granted by the city council. <br />
