Rodney Cobb <br /> <br />Also Present: John Cooper, Marsha Cooper, Melissa Millecam, Collette <br />Duran, John Holtermann, David DeKunder, Ed Theriot, Harry Bishop, Jr., <br />Phil Neighbors, William Ford, Mark Brinkley, Joe Ptak, Dianne Wassenich, <br />Lupe Carbajal, Kelly Franks, Jeff Kester, Ruben Garza, Bob Ronson, George <br />VonderLippe, Albert Sierra, Nancy Moore and others. <br /> <br />Mayor Moore called the meeting to order ~t 7:00 p.m. <br /> <br />Mayor Moore introduced the ten-minute citizen comment period. (1) Joe <br />ptak asked what authority the City had to prohibit entrance to the fenced <br />and cable restricted area surrounding Spring Lake Dam. He also stated the <br />City has a problem with police violence where a citizen's dog and a <br />citizen were killed. He thought the City should set up a Citizen Overview <br />Committee to address such matters. (2) Bryan Anderson stated the bicycle <br />community in San Marcos has many major hazards, such as on East Hopkins by <br />the railroad tracks and downtown. He stated the bus system needs to <br />provide bicycle racks, and signs should be placed in high volume areas of <br />bicycle use (downtown). He thought the City should provide bicycle lanes <br />and stated some state funding is available. (3) Monique Tschurr stated <br />she did not think SWT Police should be enforcing City ordinances <br />(resolution being considered on this agenda), as it would cause confusion <br />for citizens trying to decide who to go to for help. <br /> <br />Mayor Moore introduced for consideration approval of four appointments to <br />the Cemetery Commission. Mr. Cox moved to reappoint Helen VanGundy, <br />reappoint Rugel Sowell, appoint W. C. Daniels and appoint Hector Mendez. <br />Mr. Moseley seconded the motion, which passed unanimously. <br /> <br />Mayor Moore introduced for consideration approval of four appointments to <br />the Ethics Review Commission. Mr. Cox moved to reappoint David Robison <br />and appoint Mary Cauble, and Mayor Moore moved to reappoint Ginger Griggs <br />and appoint Danny Hurtado, Jr., which passed unanimously. <br /> <br />Mayor Moore introduced for consideration approval of two appointments to <br />the Development Ordinance Review Task Force. Mayor Moore moved to appoint <br />Francile Blue, as representative from the Historic Preservation <br />Commission, to complete a vacancy, which passed unanimously. Mr. Doiron's <br />appointment to complete a vacancy of an at-large position will be <br />rescheduled at the next meeting. <br /> <br />Mayor Moore introduced a public hearing regarding an Annexation Ordinance, <br />the caption which was read as follows: <br />
