<br />Regular Meeting June 14, 1999 Page 2 <br />47 <br /> <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />ANNEXING TO THE CITY A TRACT OF LAND CONTAINING 1.47 ACRES, MORE OR <br />LESS, LOCATED OFF OF THE 1600 BLOCK OF POST ROAD; APPROVING A SERVICE <br />PLAN FOR THIS TRACT; PROVIDING FOR PUBLICATION AND DECLARING AN <br />EFFECTIVE DATE. <br /> <br />Mayor Moore opened the public hearing and asked if anyone wished to speak. <br />No one did, so Mayor Moore closed the public hearing. <br /> <br />Mayor Moore introduced for consideration a public hearing and adoption of <br />a Zoning Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 0.43 ACRE <br />TRACT OF PROPERTY LOCATED AT 1627 POST ROAD, FROM "M" (SINGLE-FAMILY, <br />DUPLEX AND NEIGHBORHOOD BUSINESS DISTRICT) TO "MF-4 (MULTI-FAMILY <br />DISTRICT [HIGH DENSITY]); INCLUDING PROCEDURAL PROVISIONS; AND <br />PROVIDING FOR PENALTIES. <br /> <br />Mayor Moore opened the public hearing and asked if anyone wished to speak. <br />No one wished to speak, so Mayor Moore closed the public hearing. Mr. <br />Doiron moved for adoption of the Zoning Ordinance and Mr. Cox seconded the <br />motion. Mr. Hernandez expressed concern regarding notice not being <br />provided to the Millview neighborhood residents when they stated at the <br />last meeting they did not want any more apartment complexes in the area. <br />Mr. Hernandez stated this specific neighborhood does have a neighborhood <br />representative to notify the residents of this zoning change. He wants <br />the matter tabled until all the residents have been notified and had an <br />opportunity to state what they think. Ms. Hughson stated the Post Road <br />residents have previously indicated they do not want more apartments, but <br />have no official neighborhood representative. Mr. Hernandez moved to <br />table this Zoning Ordinance and Mr. Mihalkanin seconded the motion. On <br />roll call the following vote was recorded: <br /> <br />AYE: Mihalkanin, Hughson, Cox, Hernandez. <br /> <br />NAY: Doiron, Moore, Moseley. <br /> <br />ABSTAIN: None. <br /> <br />Mayor Moore introduced for consideration a public hearing and adoption of <br />a Zoning Ordinance, the caption which was read as follows: <br /> <br />AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN MARCOS, TEXAS, <br />AMENDING THE OFFICIAL ZONING MAP OF THE CITY BY REZONING A 0.91 ACRE <br />TRACT OF PROPERTY LOCATED AT 2517 I.H.35 SOUTH, FROM "LI" (LIGHT <br />INDUSTRIAL DISTRICT) TO "C" (COMMERCIAL DISTRICT); INCLUDING <br />PROCEDURAL PROVISIONS; AND PROVIDING FOR PENALTIES. <br /> <br />Mayor Moore opened the public hearing and asked if anyone wished to speak. <br />Harry Bishop, Jr. stated he was representing Scott Habitt and was there to <br />answer any questions the Council may have. No one else wished to speak, <br />so Mayor Moore closed the public hearing. Mr. Hernandez moved for <br />adoption of the Zoning Ordinance and Mr. Doiron seconded the motion, which <br />passed unanimously. <br /> <br />Mayor Moore introduced a public hearing to receive public input regarding <br />the allocation of the 1999 Community Development Block Grant funding to <br />the City in the total amount of $703,000.00. Stewart Spencer from Hays- <br />Caldwell Women's Center requested the Council allocate 15% of the CDBG <br />funds to social services in addition to what the City already funds in the <br />General Fund because the City has grown. He requested funds for the <br />parenting program and stated the present funding level is not keeping pace <br />with the needs of the community. He requested $15,000 for the parenting <br />program. Jon Engel requested funds to bring the Georgia Street Senior <br />
